However, the slow implementation of the project has made many people upset.

It can be said that the degradation of Quang Trung apartment complex is now at an alarming level. We visited the family of Mr. Truong Van Tao and Mrs. Le Thi Hung, who have lived in the A2 Quang Trung building since 1987. “Currently, my family has 8 members (3 generations) living in a collective apartment of more than 50 square meters, cramped space, hot on sunny days, flooded when it rains, plaster peels off in patches, rusted and yellowed iron and steel for many years. The family has reinforced the apartment but is still in a state of anxiety. Living in a new apartment is the dream of the whole family, we really want the Apartment Renovation Project to be completed soon…” - Mrs. Hung shared. Mr. Vo Van Nhuan's family also lives in the A2 building, with 6 members including 3 generations living together in a seriously degraded 24.7 square meter apartment. Hundreds of households in such housing areas are living with the fear of their houses collapsing, especially during the upcoming rainy season. According to the residents, because their apartments are too cramped and run-down, and they are crowded, even though they know that expanding their homes is dangerous, they have no other choice. Some families are afraid of the ceiling collapsing and have had to rent houses elsewhere. Because the drainage pipes in the area are broken and blocked in many places, every time it rains, the wastewater has no way to drain and overflows into the houses of the first floor. In some places, the water is nearly 1 meter deep, causing serious environmental pollution and affecting people's travel. To overcome this situation, households have to spend their own money to raise the foundation and patch up the peeling and cracking areas, but after a short time, "everything is back to normal".



Quang Trung apartment complex (Vinh city) is seriously degraded.

To ensure the safety of people living in Quang Trung apartment complex, especially during the rainy and stormy season, Vinh City authorities need to have plans and solutions to help people prevent and combat storms. However, that is only a temporary measure. In the long term, to ensure the safety of people's lives, help them stabilize their lives soon, and contribute to improving the urban landscape in the area, investors need to carry out projects to renovate and upgrade these buildings as soon as possible, which is an effective solution to avoid unfortunate incidents...

In addition to Quang Trung apartment complex, Vinh City currently has 138 collective housing areas with 3,463 households in 18 wards and communes that need to be renovated with a total estimated cost of 227.73 billion VND. The project has been focused on by all levels and sectors and has initially achieved some positive results. As of May 31, 2012, 47 collective housing areas have been resolved, reaching a rate of 34.06%, and 55 collective housing areas are being implemented, accounting for a rate of 39.86%. There are 36 collective housing areas that have not been implemented, accounting for a rate of 26.08%. It is expected that the project content can be completed by 2015.

However, in the process of implementing the project, there are still many difficulties such as lack of funding, site clearance, urban planning and beautification after planning, resettlement arrangement, etc. To implement the project of eliminating old collective houses in the city on schedule, along with synchronous implementation of solutions, the Provincial People's Council and the Provincial Party Standing Committee need to approve and promulgate specific mechanisms and policies to implement the project, especially mechanisms on capital mobilization, especially budget capital and mechanisms on investment management to implement projects to eliminate old collective houses.
