(Baonghean) - For over 40 years, thousands of households in the three communes of Tho Son, Binh Son and Long Son of Anh Son district have not been granted Land Use Rights Certificates (red books); causing people to only face obstacles in accessing bank capital sources and transactions related to residential land such as transfer, conversion, mortgage, lease, capital contribution..., leading to a lack of confidence in investing in production and stabilizing their lives.

The staff of the Land Use Registration Office of Anh Son district said that in previous years, the commune and district did not have the funds to conduct regular mapping to serve the work of issuing Land Use Right Certificates, and had to wait for the province's funding source. However, when Directive 1474/CT-TTg dated August 24, 2011 of the Prime Minister on rectifying the issuance of Land Use Right Certificates, House Ownership Rights, and Other Assets Attached to Land and Building a Land Database was issued; Decision No. 631/QD-UBND.DC dated March 8, 2012 of the Provincial People's Committee on assigning plans and targets for the issuance of new and replacement certificates in the entire province, it was too urgent; both surveying and issuing certificates to 17 communes were carried out, so the target could not be completed in 2013.

In addition, the reason for the delay is that the map system of the localities does not ensure the quality to serve the work of granting Land Use Right Certificates, forcing verification and re-measurement. Meanwhile, the qualifications, capacity and responsibility of local government officials are still limited; the organization of declaration and record-making by consulting units is still slow... Therefore, up to now, Tho Son commune still has 856 applications for granting Land Use Right Certificates, Binh Son commune still has 976 applications and Long Son commune still has 985 applications.

We hope Anh Son district will speed up steps to soon issue Land Use Rights Certificates to the people.
