Speed up the issuance of health insurance cards to near-poor households

In recent years, the implementation of support for purchasing health insurance cards for near-poor subjects has received due attention from all levels and sectors. Thanks to that, the number of near-poor households receiving benefits has increased, from 140,826 subjects in 2011 to 241,003 subjects in 2013. In the first three months of 2014, the whole province has issued 83,638 near-poor cards. However, the implementation still faces many difficulties due to the annual review and approval process of poor and near-poor households, and the appraisal of records that must go through many stages, many levels, and the number of subjects is large, taking a lot of time. The statistics and reporting of the list of poor and near-poor households escaping poverty by the grassroots levels and relevant sectors are slow, with duplicate subjects... In many localities, the rate of near-poor households being issued health insurance cards is still low, such as Hung Nguyen, Thanh Chuong, Tan Ky, Nghi Loc...
To speed up the issuance of cards to near-poor households, many opinions were put forward at the conference. It was agreed that in the coming time, localities and departments need to urgently complete the investigation and review of near-poor households, and resolve the remaining problems in 2013. Strengthen propaganda work so that all people understand and grasp the health insurance policy for the subjects. The review and separation must be completed before April 25 so that the social insurance sector can issue health insurance cards to near-poor households in a timely manner and to the right subjects.
