National Assembly and Provincial People's Council representatives of Nghe An province meet with voters in Tan Ky district.
On the morning of July 19th, Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation - met with voters in Ky Tan commune, Tan Ky district, following the 7th Session of the 15th National Assembly and the 21st Session of the 18th Provincial People's Council, term 2021-2026.

Also attending the meeting with voters were National Assembly deputies from Nghe An province: Thai Van Thanh - Director of the Department of Education and Training; and Vi Van Son - Head of the Provincial Ethnic Affairs Committee. Provincial People's Council deputies included Le Thi Theu - Member of the Standing Committee of the District Party Committee, and Vice Chairman of the Tan Ky District People's Council.
Many heartfelt and responsible opinions from voters.

After listening to reports from National Assembly representative Thai Van Thanh and Provincial People's Council representative Le Thi Theu on the results of the 7th Session of the 15th National Assembly and the 21st Session of the 18th Provincial People's Council, eight voters from Ky Tan commune expressed their opinions and suggestions.

Mr. Hoang Thanh Ha, Vice Chairman of the People's Council of Ky Tan commune, suggested solutions to address the difficulties faced by the people when the plan to expand the Ho Chi Minh Highway through the commune, which has been approved for too long without implementation, has caused many problems and affected the rights of the people, such as: conversion from garden land to residential land for house construction is not permitted, and building houses is also prohibited.

According to voters, the plan to expand the Ho Chi Minh Highway through the area has been adjusted three times, with the centerline of the road being 50m inward (from 2001 to 2019); then in 2020 it was adjusted down to 36.5m inward; and currently it is being further adjusted down to 27m from the land clearance point.
Voters have requested that relevant authorities implement solutions to address the issue of land encroachment within the 3-meter traffic safety corridor of the Ho Chi Minh Highway.

Voter Hoang Thanh Ha also suggested that all levels of government should have policies for localities in the midland and mountainous regions to overcome difficulties in land and land resource management, serving the construction of projects requiring land leveling. At the same time, solutions should be found to address the needs of people requiring land for leveling house foundations or raising gardens in low-lying areas. This includes allowing people to move surplus land from their gardens to other low-lying areas, such as decentralizing authority to district and commune-level People's Committees within their appropriate management scope.

Also related to the transportation sector, Mr. Le Dinh Tam - Standing Deputy Secretary of the Party Committee of Ky Tan commune - suggested that there are currently some shortcomings when the North-South expressway is put into operation, such as narrow lanes, lack of rest stops, and some auxiliary facilities not being synchronized. Therefore, he suggested that when implementing expressway projects, comprehensive surveys, planning, and design are needed to minimize the aforementioned shortcomings.
Voter Le Dinh Tam also suggested directing the issuance of specific guiding documents to implement Conclusion No. 14-KL/TW dated September 22, 2021, of the Politburo on the policy of encouraging and protecting dynamic and creative officials for the common good; and at the same time, suggested that relevant agencies promptly provide official information to combat harmful and toxic information on social media.

Voter Tran Ngoc Anh, head of Thanh Tan hamlet, proposed upgrading the old Route 15B from Tan Ky town to Nghia Hop commune, specifically the section passing through Ky Tan commune, as it has deteriorated; constructing a crematorium in Nghe An as soon as possible; providing housing support for revolutionary veterans; and reviewing policies on social insurance and health insurance for those holding positions such as hamlet secretary, hamlet leader, and head of the Fatherland Front working committee with long service periods to motivate and encourage them.

Mr. Vo Van Canh, from Tan Son hamlet, Ky Tan commune, requested clarification regarding the compensation for his family's forest land confiscated for the construction of National Highway 7C; and a resolution to the encroachment on forest land in Tan Ky.
In addition, voters also raised several issues related to the operation of the new market in Tan Ky district; policies and regulations for grassroots officials; and so on.


In response to voters' requests, leaders of relevant departments and agencies such as the Department of Transport, the Department of Labor, War Invalids and Social Affairs, the Department of Interior, the Department of Natural Resources and Environment, and the Chairman of the Tan Ky District People's Committee have answered the issues within their authority.

Speaking at the conference, Comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, and Chairman of the Provincial People's Council of Nghe An province - provided information on the outstanding economic and social achievements of the province in the first six months of the year; and expressed his pleasure at the economic and social development results of Tan Ky district, including the contributions of the community and people.

The Chairman of the Provincial People's Council and Head of the National Assembly Delegation of Nghe An province directly responded to, analyzed, and clarified the feedback and suggestions from voters; thereby specifying the timeframe for responding to and resolving voters' suggestions, especially regarding the issues raised by the Tan Ky District People's Committee that fall within its jurisdiction.
Specifically regarding the implementation of Conclusion No. 14-KL/TW dated September 22, 2021, of the Politburo on the policy of encouraging and protecting dynamic and creative cadres, Provincial Party Secretary Thai Thanh Quy affirmed that this is a very correct and accurate policy, but also a very sensitive one, and central agencies are currently studying detailed guidelines for its implementation.
Because this is also a very sensitive issue, many things need to be clarified, such as: the boundary between daring to think, daring to act, and daring to take responsibility, and fully and correctly implementing the law and subordinate legal documents; so that when officials, Party members, organizations, and individuals dare to think and act, they are protected in a transparent, open, and fair manner.

Regarding housing support for war veterans, according to Government Resolution No. 46/NQ-CP dated June 27, 2029, the implementation of the housing support policy for war veterans under Decision No. 22/2013/QĐ-TTg ended on December 31, 2019. However, according to feedback from voters, there are still war veterans who received support during that period and now have dilapidated houses. In response to this issue, Comrade Thai Thanh Quy stated that this is a concern not only for voters in Ky Tan commune and Tan Ky district, but also for voters in many localities throughout the province and the country. The provincial National Assembly delegation has submitted a proposal to the Ministry of Construction to request the Government to find a solution to this situation.

The Chairman of the Provincial People's Council and Head of the Provincial National Assembly Delegation emphasized that the housing difficulties faced by families of war veterans and their families must be given top priority, as it reflects a responsibility, obligation, and sentiment towards these individuals. Therefore, Comrade Thai Thanh Quy requested that districts and communes conduct a thorough review, such as the case of voter Thai Khac Tinh's family. If the complaint is found to be valid, attention should be paid to arranging housing for them under the program to support the construction and repair of houses for the poor and those with housing difficulties in the province.

Listening to and understanding the desire for a crematorium in the province, Provincial Party Secretary Thai Thanh Quy stated that the Provincial Party Standing Committee has directed the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee with the view that the province will not only have one licensed project but also more crematorium projects, and the province is in the process of considering and selecting a location so that construction can begin this year; he requested the people in the chosen location to support and share the project.
