Project to innovate the activities of the National Assembly: Specialized but unprofessional!
Delegate Tran Du Lich (HCMC) frankly commented: Our National Assembly deputies are specialized, not professional. Delegates work like normal specialists...
On the afternoon of May 28, discussing in a group about the Project to innovate the activities of the National Assembly, Deputy Tran Du Lich (HCMC) said that, with the function of making laws, the National Assembly needs to discuss a certain issue to the end to contribute ideas to the draft law, then conclude immediately, do not let a draft be edited 15 times but still not much different, still not being able to issue a law.
Second, Deputy Lich requested that the activities of Government members testifying before the National Assembly should be considered normal and done continuously, and that they should testify before the National Assembly Standing Committee between sessions. "In foreign countries, hearings are normal because that is where Government members can explain in detail a certain policy for the National Assembly to understand. In our country, hearings are still too cumbersome and difficult," Mr. Lich complained.
Regarding the proposal to increase full-time National Assembly deputies, Deputy Lich frankly commented: As I see it, our National Assembly deputies are full-time, not professional. Deputies work like normal specialists, without even a secretary to help, it's okay to work or not to work. He compared: "It's like a hospital with all doctors but no nurses, the doctor has to do everything from pushing stretchers to giving injections" and then asked: So should we increase the number of full-time National Assembly deputies or not?
Deputy Pham Khanh Phong Lan commented: "We would rather not have a law yet, or use sub-law documents, so that we can focus our time on key laws so that when the law is enacted, it can be immediately implemented. As it is now, I think it is a waste of the time of National Assembly deputies and the people."
Delegate Lan also commented: The National Assembly session lasts for 1 month, focusing too much on giving opinions on law making, while the contents that voters are interested in, such as discussing the socio-economic situation, are only given 5 days, especially the questioning activity is only given 2 and a half days. The Delegate suggested increasing the time in the parliament for questioning and discussing the socio-economic situation, so that National Assembly Delegates have more time to present the thoughts and aspirations of voters.
