Promote the responsibility of leaders in public reception work

(Baonghean)-Recently, Deputy Prime Minister Nguyen Xuan Phuc visited and worked with the Citizen Reception Agency of the Central Party and State in Hanoi.

Also attending the meeting were leaders of the Government Inspectorate, the Government Office and representatives of agencies participating in receiving people at the Headquarters. After listening to the Government Inspectorate report on the work of receiving people and the opinions of the delegates attending the meeting, Deputy Prime Minister Nguyen Xuan Phuc assigned tasks to a number of ministries, branches and localities as follows:

The Government Inspectorate shall preside over and coordinate with relevant agencies to implement the Project on Innovation of Citizen Reception in accordance with the schedule and plan approved by the Prime Minister in Decision No. 858/QD-TTg dated June 14, 2010; promptly develop and submit to the Government a Decree detailing the implementation of the Law on Complaints and the Law on Denunciations regulating citizen reception; conduct research on the development of the Law on Citizen Reception according to the National Assembly's law-making program to perfect the mechanisms, policies and laws on citizen reception to meet the requirements of State management.


Leaders of ministries, branches and People's Committees at all levels must arrange reasonable time to receive people, direct and rectify the work of receiving people in order to enhance the responsibility of heads of agencies, units and cadres and civil servants in the work of receiving people; strengthen the inspection of the responsibility of heads of state administrative agencies in the work of receiving people. Through the work of receiving people, all complaints, denunciations, recommendations and reflections of people must be received and thoroughly resolved by competent agencies, contributing to building a government that is close to the people, understands the people and is for the people.


Research and develop titles, standards, ranks and levels of public reception staff to serve as a basis for regulating appropriate regimes and policies. It is necessary to pay attention to building a team of public reception staff with capacity, qualities and skills to receive people, and to consider public reception work as a profession to have appropriate remuneration.


Strengthening facilities and working equipment for citizen reception offices at all levels, especially at the district level, arranging spacious and convenient places for citizen reception, ensuring necessary material conditions to well perform assigned tasks.
