In 2014, the implementation of the QCDC at the grassroots level in the province had many positive changes. In the leadership and direction of the Party Committee and the government, programs and projects were issued to implement resolutions related to mass mobilization work and the implementation of the QCDC at the grassroots level. The Fatherland Front and mass organizations strengthened the function of supervision and social criticism, linking the implementation of the QCDC at the grassroots level with mass movements in socio-economic development, hunger eradication and poverty reduction, new rural construction, building cultural life, and gratitude. On the part of the Steering Committee, specific members were assigned to be in charge of and inspect units, conducting inspections in 18/21 districts, cities, and towns; 36 communes, wards, and towns; 5 departments, branches, agencies, and 18 enterprises.

Under the strong coordination and supervision of Party committees, authorities, departments and organizations, remarkable results have been achieved at the grassroots level in 4 types: Communes, wards and towns; Administrative agencies, public service units; State-owned enterprises; Joint stock companies, limited liability companies, private enterprises. After listening to the draft and discussion opinions of the meeting members, comrade Le Xuan Dai commented that the implementation of the grassroots level QCDC in 2014 has contributed to creating clear changes in the socio-economic, national defense and security aspects, and building the grassroots political system of the province. It is necessary to continue promoting and accelerating the implementation of the grassroots level QCDC in 2015, towards the Party Congresses at all levels for the 2015-2020 term. He affirmed that it is necessary to promote the role of supervision, social criticism, and the people's mastery in implementing the QCDC, harmoniously integrating it with the emulation movement "Skilled Mass Mobilization" to create consensus and promote the combined strength. At the meeting, the program of grassroots QCDC work in 2015 and the report on emulation and reward work in 2014 were also approved.
