To make the Party cell a strong political nucleus

(Baonghean) - Party cells are the foundation of the Party, the political nucleus of leadership at the grassroots level, schools for education and training of Party members... In recent times, implementing Directive No. 10-CT/TW of the Secretariat on "Improving the quality of Party cell activities", Nghe An province has implemented many solutions to build Party cells, improve the quality of Party cell activities, considering this one of the important measures contributing to improving the leadership capacity and fighting strength of grassroots Party organizations, meeting the requirements of tasks in the new situation.

After the Secretariat issued Directive No. 10-CT/TW on "Improving the quality of Party cell activities", the Provincial Party Committee's Organization Board advised the Provincial Party Committee's Standing Committee to direct the district, town, city Party Committees and affiliated Party Committees to annually develop plans and organize training courses to improve professional skills for Party cell secretaries and Party cell members. Accordingly, the regulation unifies the 3rd to 5th of every month as Party cell activity days in the whole province; creating conditions for the higher-level Party Committees to strengthen the grassroots level to both carry out inspection and supervision work and attend meetings with Party cells of blocks, hamlets, villages, and agencies to grasp the situation closely to reality.

For communes and towns in mountainous areas, areas with a large number of ethnic minorities bordering the border, areas with a large number of religious people..., the Provincial Party Committee's Organizing Committee coordinated with the Provincial Border Guard Party Committee to deploy the construction of a grassroots political system in border and coastal areas, including advising 25 border guards to hold the position of Deputy Secretary of the Border Commune Party Committee and 77 party members who are border guards to participate in party activities at party cells in key hamlets and villages to improve the quality of party cell activities and activities.

In addition, the Provincial Party Committee's Propaganda Department compiles monthly documents to provide to Party cells to disseminate and thoroughly understand, helping cadres, Party members and people grasp information to effectively implement the Party's guidelines and policies and the State's laws. District, town, city Party Committees and affiliated Party Committees also develop solutions to improve the quality of Party cell activities such as organizing competitions for excellent Party cell secretaries, promptly encouraging excellent Party cell secretaries, and on the other hand, helping them to better grasp the content of improving the quality of Party cell activities according to the Central's directives and the guidance of the province and district...

The survey results of 221 party cells of various types: blocks, hamlets, villages, administrative units, public service units, and armed forces in 14 district, town, and city party committees and inspections at affiliated party committees showed many changes.

The Party cells have basically maintained a regular meeting regime, the rate of Party members participating in meetings is high, on average each Party cell has 11.2 meetings/year, of which thematic meetings average 3.3 meetings/Party cell, the number of Party members attending meetings is quite high, reaching an average rate of 91.3%. The content of Party cell meetings is more specific and practical... Through Party cell meetings, the principle of democratic centralism is promoted, Party members gradually raise awareness and responsibility, proactively study to improve qualifications, practice and cultivate moral qualities, help each other progress. The leadership capacity of Party cell committees and Party cell secretaries is improved.

However, in addition to the above achievements, through actual surveys, the quality of Party cell activities still has limitations. Some Party cells have not maintained regular activities, especially Party cells of enterprises, Party cells of communes in remote areas, and units with scattered and mobile areas of operation; some Party cells have not paid attention to specialized activities. There are not many critical opinions in discussions; self-criticism and criticism in some Party cells are not regular, there is still deference and avoidance, especially Party cells in the area of ​​state administrative agencies and Party cells in enterprises. The work of grasping the thoughts and aspirations of cadres, Party members and the masses in many Party cells is not regular and timely. Party member management in some places is not strict.

Therefore, to continue to improve the quality of Party cell activities, to make Party cells the foundation of the Party, the political nucleus of leadership at the grassroots level, schools educating and training Party members need to continue to fully grasp the purpose and requirements of the Secretariat's Directive No. 10-CT/TW on improving the quality of Party cell activities, and the Central Organizing Committee's Instruction No. 09-HD/BTCTW on the content of Party cell activities; considering innovation and improving the quality of Party cell activities as an important solution to innovate and improve the leadership capacity and fighting strength of grassroots Party organizations.

Continue to innovate the content, form and time of activities to suit the situation and characteristics of each type of Party cell. Expand the form of Party cell activities by topic so that the content of activities is rich and attractive, contributing to raising awareness of Party members. Party members who are members of the Party Committee, leaders and managers at all levels must be exemplary in implementing Party activities; practice self-criticism and criticism well, and fight against negative manifestations in the spirit of Resolution of the Central Committee 4 (11th term) "Some urgent issues on Party building today".

Continue to promote democracy in Party cell activities, thereby promoting the capacity, initiative, and enthusiasm of cadres and Party members, and promoting the collective intelligence. The chair - Party cell secretary must have a democratic style in running the meeting, creating conditions for Party members to boldly speak frankly and honestly about their thoughts, promoting the spirit of self-criticism and criticism.

At the same time, the superior Party committees, especially the direct superior Party committees of grassroots Party organizations, regularly direct, guide, monitor, and inspect the implementation of discipline, content, and quality of Party cell activities at the grassroots level. Regularly organize training courses on professional skills and work experience for grassroots Party committee members and Party cell secretaries. Pay attention to summarizing and drawing lessons from experience and promptly commending and replicating advanced models, promptly correcting places that have not performed well.
