Our country is entering a period of industrialization and modernization, and restructuring its economy towards integration. Therefore, from now until 2020, the Party has issued a Resolution identifying the need to focus on reforming and rapidly developing the education system and improving the quality of human resources with the following solutions:

Therefore, from now until 2020, the Party has issued a Resolution identifying the need to focus on reforming and rapidly developing the education system and improving the quality of human resources with the following solutions:
+ Special emphasis is placed on developing a team of excellent leaders and managers, skilled experts and business administrators, skilled workers, and leading science and technology personnel. Training human resources to meet the diverse and multi-layered needs of technology and the level of development of various fields and industries.
+ Establish close links between businesses, employers, training institutions, and the State to develop human resources according to social needs; implement programs and projects to train high-quality human resources for key and priority sectors; focus on nurturing and developing talent, and training human resources for the development of a knowledge-based economy.
+ Educational development must truly be a top national priority; fundamentally and comprehensively reforming Vietnam's education system towards standardization, modernization, socialization, democratization, and international integration, with key elements being the reform of the education management mechanism and the development of teachers and management staff. Focus on improving the quality of education and training, emphasizing moral education, lifestyle, creative abilities, practical skills, and entrepreneurial capabilities. Reform the education financing mechanism; implement quality accreditation at all levels of education, build a healthy educational environment, and closely coordinate between schools, families, and society.
+ Expand preschool education, complete universal preschool education for 5-year-olds; implement universal primary and lower secondary education with increasingly high quality; strongly develop and improve the quality of vocational training and professional education; review, refine, and implement the planning of the network of universities, colleges, and vocational schools nationwide; ensure autonomy mechanisms coupled with enhanced social responsibility of educational institutions; focus investment on building a number of leading, high-quality specialized schools and faculties.
+ Strongly innovate the content, curriculum, and teaching and learning methods at all levels and grades; actively prepare for the implementation of the new general education program after 2015; expand and improve the quality of foreign language training; the state invests while promoting socialization and mobilizing the whole society to care for the development of education; rapidly develop and improve the quality of education in disadvantaged areas, mountainous regions, and areas inhabited by ethnic minorities. Promote the movement to encourage learning and talent, build a learning society, expand distance learning methods, the system of community learning centers, and continuing education centers; effectively implement equality of learning opportunities and social policies in the field of education.
