To innovate education and improve the quality of human resources

Our country is entering the industrialization, modernization and restructuring of the economy towards integration. Therefore, from now until 2020, our Party has issued a Resolution to determine that we must focus on innovation, rapid development of education and improvement of human resource quality with the following solutions:

+ Pay special attention to developing a team of good leaders, managers, experts, good business administrators, skilled workers and leading scientists and technologists. Train human resources to meet the diverse and multi-layered needs of technology and the development level of fields and industries.

+ Closely link businesses, employers, training institutions and the State to develop human resources according to social needs; implement programs and projects to train high-quality human resources for key and key industries and fields; focus on nurturing and promoting talents, training human resources for knowledge-based economic development.

+ Education development must truly be the top national policy; fundamentally and comprehensively innovate Vietnam's education towards standardization, modernization, socialization, democratization and international integration, in which innovation of education management mechanism, development of teachers and management staff is the key. Focus on improving the quality of education and training, attaching importance to moral education, lifestyle, creativity, practical skills, and career-building ability. Innovate the education finance mechanism; conduct education quality assessment at all levels, build a healthy educational environment, closely combine schools, families and society.

+ Expand preschool education, complete universal preschool education for 5-year-olds; implement universal primary and secondary education with increasingly high quality; strongly develop and improve the quality of vocational training and professional education; review, complete planning and implement planning for the network of universities, colleges and vocational training schools nationwide; ensure autonomy mechanism associated with enhancing social responsibility of educational and training institutions; focus on investing in building a number of key, high-quality specialized schools and faculties.

+ Strongly innovate the content, programs, teaching and learning methods at all levels and grades; actively prepare to implement the new general education program after 2015; expand and improve the quality of foreign language training; the state invests, at the same time promotes socialization, mobilizes the whole society to care for educational development; rapidly develops and improves the quality of education in disadvantaged areas, mountainous areas, and ethnic minority areas. Promote the movement to encourage learning and talent, build a learning society, expand distance learning methods, the system of community learning centers, and continuing education centers; effectively implement equality of learning opportunities and social policies in the field of education.
