To effectively put the Party's resolutions into practice

When the US imperialists brought troops and bombs to invade our country, causing so much death and pain, many young people filled with patriotism wrote letters of determination in their blood to their superiors asking to join the army, willing to sacrifice every last drop of blood.

In Vinh City, in 1968, the enemy attacked fiercely day and night. The Nghe An Provincial Party Committee and People's Committee assigned the city's army and people to do everything possible to ensure the ferry and traffic flow in all situations to bring people and goods to the Southern battlefield. The Standing Committee of the City Party Committee held a meeting to sign the "Blood Letter of Determination to ensure the ferry and traffic flow, defeat the American invaders". Those who attended personally pricked their fingers to sign the letter of determination. The head of the letter of determination was comrade Nguyen Khac Nha, Secretary of the City Party Committee, followed by comrade Nguyen Van Khue, Chairman of the City People's Committee, then the heads of city-level departments, Party Committee secretaries and heads of transportation, electricity, military, police, and communes. The army and people of Vinh City kept and fulfilled their oath, worthy of being the heroic Red City.

Currently, the country is facing many risks and challenges. The Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011) approved by the 11th Party Congress stated: "Bureaucracy, corruption, and alienation from the people will lead to immeasurable losses to the destiny of the country, the socialist regime and the Party" (page 65 - Documents of the 11th National Congress - Publishing House - CTQG - Truth - Hanoi).

Bureaucracy, corruption, and distance from the people are really major concerns of the entire Party and the entire people. To defeat this "internal invader", our Party has pointed out many measures, creating a combined strength, fighting fiercely and persistently. Should there be actions similar to the "determination in blood" during the period of fighting the Americans to save the country? Nghe An is the land of the Soviet Union, the homeland of President Ho Chi Minh, in the Campaign "Studying and following the moral example of Ho Chi Minh", Nghe An must be the leading locality in fighting corruption.

In order to do this, it is thought that effectively studying and thoroughly grasping the Resolutions of Party Congresses at all levels is a practical way to create awareness and action right from the beginning among cadres, party members and every citizen, to bring the Resolutions of Party Congresses at all levels into life.
