Discussing the draft Law on Advertising, some National Assembly deputies proposed banning advertising of all types of alcohol and beer, only then can we hope to reduce traffic accidents.

Vice Chairman of the Committee for Social Affairs Nguyen Van Tien expressed that the National Assembly is very strict about traffic safety but no one remembers that 40% of traffic accidents are due to alcohol abuse. 60% of blood tests on the deceased have alcohol. Mr. Tien said that banning alcohol advertising is a very basic measure but we do not care.

“Why is advertising for alcohol from 15 to 30 degrees encouraged? In the past, we restricted beer advertising, but now we let it go. While the Ministry of Health has a project to combat overload, the Ministry of Transport has a project to combat traffic accidents, none of us pay attention to this issue. I don’t understand if the Government only listens to the opinions of the Ministry of Industry and Trade when discussing, because the Ministry of Industry and Trade strongly encourages the production of alcohol and beer,” Mr. Tien worried.

According to this delegate, the provisions in the draft law are too favorable to alcohol and beer and he proposed to ban beer and wine advertising or only allow advertising at night. “We must have very strict regulations on beer and wine advertising. Otherwise, the profits will flow into the pockets of the producers, while the harm will be borne by the people and the country,” said Mr. Tien.

Delegate Ha Minh Hue (Binh Thuan) agreed to ban alcohol and beer advertising because this is the cause of traffic accidents, a national disaster that we must solve.

Don't know who to complain to

Delegate Nguyen Van Tuyet (Ba Ria-Vung Tau) said that through the supervision of the Committee for Culture, Education, Youth, Children and Children, currently the mass media has many false advertisements, causing negative impacts, but the recipients of the advertisements do not know who to complain to.

"I propose to add more content, if the advertiser provides false information about goods and services leading to fraudulent advertising, the inspection and examination agency will detect and request the advertiser to stop publishing the advertisement and make a correction advertisement with the same duration as the advertisement was broadcast" - Mr. Tuyet said.

Delegate Nguyen Thi Bach Ngan (Ba Ria-Vung Tau) agreed that the law has not clarified the responsibilities of each entity participating in advertising activities. In particular, to protect the rights of advertising recipients, it is necessary to specify which organizations and individuals are responsible for compensating for damages caused by false advertising, causing damage to consumers.

Delegate Nguyen Thi Kha (Tra Vinh) proposed adding regulations to not use children in advertising, specifically advertising milk products.
