The Standing Committee of the National Defense and Security Committee proposed that National Assembly deputies agree with the plan to "prohibit the act of driving a vehicle on the road while having alcohol concentration in the blood or breath" to report to the National Assembly at the 7th session.

The National Defense and Security Committee has just reported to full-time National Assembly deputies on a number of major issues of the draft Law on Road Traffic Order and Safety.

This is one of the bills discussed at the Conference of specialized National Assembly deputies taking place from March 26-28.

One of the major contents of interest is the regulation prohibiting the act of driving a vehicle on the road while having alcohol concentration in the blood or breath (Clause 1, Article 8, now Clause 1, Article 9).

The National Defense and Security Committee said that the majority of National Assembly deputies agreed with the draft law prohibiting the act of driving a vehicle on the road while having alcohol in the blood or breath.

In addition, some National Assembly deputies proposed setting a minimum limit for blood and breath alcohol concentration for drivers participating in traffic.

Through analyzing the positive and negative aspects, the Standing Committee of the National Defense and Security Committee agreed with the Government's proposal to absolutely ban alcohol concentration for drivers participating in road traffic.

However, according to the suggestions of some National Assembly deputies, the Standing Committee of this Committee has designed two options to report to the National Assembly Standing Committee.

Option 1: Regulations prohibiting the act of driving a vehicle while having alcohol concentration in the blood or breath (inheriting the provisions of Clause 6, Article 5 of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer 2019, applicable to all types of road vehicles).

Option 2: The provisions of the 2008 Road Traffic Law prohibit: “Driving a car, tractor, or specialized motorbike on the road with alcohol concentration in the blood or breath. Driving a motorbike or moped with alcohol concentration in the blood exceeding 50 mg/100 ml of blood or 0.25 mg/1 liter of breath”. At the same time, the relevant provisions in Clause 6, Article 5 of the 2019 Law on Prevention and Control of Alcohol Harm must be amended.

At the 31st session, the National Assembly Standing Committee gave specific opinions on the above two options and unanimously proposed choosing option 1.

Therefore, the Standing Committee of the National Defense and Security Committee proposed that National Assembly deputies agree with option 1 to report to the National Assembly at the 7th session, which is to continue to inherit the current regulations on the prohibition of driving a vehicle on the road while having alcohol concentration in the blood or breath.

This is to protect people's lives, health, and property, protect social resources, and protect the longevity of the race.

After the implementation process, when the awareness and culture of "don't drive after drinking alcohol" has been formed, this regulation will be summarized to make appropriate proposals.
