Mr. Cao Minh Quang was appointed Deputy Minister of Health in February 2008, for a 4-year term.
Previously, last May, the Ministry of Health held a meeting to review and consider administrative disciplinary action against Deputy Minister Cao Minh Quang. Among the 8 members eligible to vote on the proposed disciplinary action, 1 abstained, 2 voted for reprimand, and the remaining 5/8 voted for warning.
In February 2012, the Party Committee of the Department of Drug Administration, the Party Committee of the Ministry of Health, and the Party Executive Committee of the Ministry of Health conducted a Party review of Mr. Cao Minh Quang.
The forms of Party member and civil servant criticism against Mr. Quang were carried out after the Central Inspection Committee determined that Mr. Quang had shortcomings, was dishonest about his qualifications, borrowed money from businesses under his authority, and made inaccurate and careless statements and reflections about a number of incidents at the Ministry of Health.
At the end of 2011, the Central Inspection Committee decided to discipline Mr. Cao Minh Quang with a Party warning.
