Proposal to study the unified standards for advertising signs in Vinh city

Delegates of Nghe An Provincial People's Council proposed to have regulations on unified standards for advertising signs to perform the role of communication and ensure urban aesthetics, creating a unique feature for Vinh type I urban area.

On the morning of December 6, Director of Nghe An Department of Culture and Sports Tran Thi My Hanh answered questions at the 25th Session of the 18th Provincial People's Council.

Comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

The Provincial People's Council also questioned the management of outdoor advertising activities. Regarding this content, Mr. Tran Ngoc Son - Member of the Provincial Party Committee, Chief Justice of the Provincial People's Court, and the Tan Ky District Delegation expressed his opinion that outdoor advertising activities in Nghe An province do not have regulations on size and location standards, leading to signs of all shapes, colors, and sizes being hung in all locations. The situation of attaching classified ads on walls, electric poles, and trees still occurs in many places.

“This makes the streets shabby and unsightly; signs also encroach on sidewalks, affecting traffic,” the delegate said, asking the leaders of the Department of Culture and Sports to provide solutions to improve the capacity and effectiveness of State management of outdoor advertising activities, and thoroughly overcome the above situation.

"Should there be regulations on unified standards for advertising signs and sizes so that advertising not only plays a role in communicating the brand for businesses and the province, but also ensures urban aesthetics, creating a unique feature for a type I city?", the delegate suggested.

Responding to this content, Director of Nghe An Department of Culture and Sports Tran Thi My Hanh said: Outdoor advertising activities have management regulations; especially the Advertising Law and regulations of the Ministry of Culture, Sports and Tourism, Ministry of Construction.

In Nghe An province, the Department of Culture has advised the Provincial People's Committee to issue decisions approving the planning of the outdoor propaganda and advertising system in Nghe An province, period 2016 - 2025; building and installing outdoor propaganda and advertising means in the province.

However, the Director of the Department of Culture and Sports also admitted that after 8 years since taking effect, the Advertising Law has revealed many shortcomings due to the emergence of new technologies in advertising such as LED screens... The current planning location is no longer suitable.

Therefore, in 2024, based on the advice of the industry, the Provincial People's Committee approved the Outline of tasks to adjust and supplement the Planning of the outdoor propaganda and advertising system in Nghe An province, period 2024 - 2030, orientation to 2040. The Department will advise the province to coordinate with localities to implement the planning more systematically.

Ms. Tran Thi My Hanh also said that in Vinh City alone, outdoor advertising still has many shortcomings; thereby stating the point of view that in order for Vinh City to be more civilized, modern, and cleaner, the role of the city is extremely important. Therefore, she said that in the coming time, in surveying and placing planning locations, there will be the most systematic coordination between experts and the city.

Delegate Nguyen Thi Anh Hoa - Deputy Chief of Office of the National Assembly Delegation - Provincial People's Council, Dien Chau District Delegate Group, after questioning, expressed dissatisfaction with the answer and debated again.

Delegates requested clarification on whether the industry has issued regulations on operations and decentralization of the advertising sector or not? Because this advertising sector is not only related to the cultural sector but also to many sectors and the role of local authorities at all levels.

Regarding this content, the Director of the Department of Culture and Sports of Nghe An said: The operating regulations and management decentralization have been clearly stated in the Advertising Law as well as in the guiding circulars of the Ministry of Culture, Sports, Tourism and the Ministry of Construction; in the documents of the industry advising the province, there are very specific details.

Ms. Tran Thi My Hanh said: Previously, licensing for advertising was under the responsibility of the Department of Culture and Sports; however, after the Law on Advertising was issued, it was decentralized to the locality, and the Department only assessed the content.

Previously, in a report sent to the Provincial People's Council, the Department of Culture and Sports said: According to statistics, there are currently more than 90 advertising businesses and establishments in the province; their activities are mainly concentrated in Vinh city and on National Highway 1A, as well as in densely populated areas of towns and townships.

However, this activity has raised some problems that many voters and people have reflected on, such as:Expired billboards that are not removed cause loss of urban beauty; advertising not in accordance with planning; classified ads written or drawn on fences, electric poles...

Authorities are having difficulty in handling advertising units in other provinces that refuse to remove advertising media after the deadline; advertising using audio in the inner city and inner town on mobile means such as using motorbikes and bicycles to advertise in alleys, installing signs and billboards in front of business establishments, posting classified ads, etc.
