To bring Resolution 21-NQ/T.Ư into life

(Baonghean) - On December 22, 2012, the Politburo issued Resolution No. 21 - NQ/T.Ư on strengthening the Party's leadership over social insurance and health insurance (SI, HI) for the period 2012 - 2020. Accordingly, the whole country strives to have about 50% of the workforce participating in SI, 35% of the workforce participating in unemployment insurance, and over 80% of the population participating in HI by 2020. To achieve the above goal, the resolution also proposes 4 basic solutions, emphasizing the role of Party committees and authorities at all levels in leading and directing the implementation of SI and HI policies and regimes.

Social insurance and health insurance are two pillars of the State's social security system, contributing significantly to social progress, fairness and development. However, in recent years, the implementation of social insurance and health insurance has not been as expected. According to the authorities, currently, only about 20% of the labor force nationwide participates in social insurance and approximately 65% ​​of the population participates in health insurance. Along with that limited rate, the management and implementation of the two types of insurance above have not met the requirements. The situation of enterprises owing and avoiding paying social insurance and health insurance is still common; the social insurance fund, especially the pension fund, is at risk of being unbalanced in the near future; the situation of workers abusing the unemployment fund is quite common.

As the situation nationwide, in Nghe An, by June 2013, the rate of social insurance participation was only 12% of the workforce, about 67% of the population participated in health insurance. Compared to the national average of 20%, the rate of employees participating in social insurance in our province is still far behind. Moreover, as of early May 2013, there were 671 agencies, enterprises, and units out of a total of over 6,000 agencies and units participating in social insurance that owed social insurance for 3 months or more with a total amount of nearly 70 billion VND. Among them, there are many agencies and enterprises that are chronic social insurance debtors. There are many enterprises that even "keep" the amount of money that employees pay 100% of social insurance.

The situation of social insurance arrears is not only a headache for the insurance industry but also has a significant impact on social security in the area. Many agencies and businesses do not or avoid paying health insurance, which significantly affects the rights of employees. At the same time, the phenomenon of health insurance abuse seems to be increasingly sophisticated, complicated and is on the rise in medical examination and treatment facilities.

There are many reasons leading to the above situation, but it can be seen that all levels and sectors still take it lightly or have not really taken part; especially in the leadership, direction, mobilization, and propaganda of social insurance and health insurance policies, and in some places and at times, they even leave it to specialized agencies. Meanwhile, the heads of many agencies, enterprises, and units participating in social insurance contributions, and the heads of medical examination and treatment facilities do not strictly comply with the laws on social insurance and health insurance. It is known that recently, Nghe An Provincial Social Insurance has sued 25 agencies and enterprises with outstanding social insurance debts in civil court, but it seems that the enforcement of the judgment is not a simple matter for many reasons. One of the reasons is that the assets of most of these units have been mortgaged to banks.

Resolution 21 of the Politburo shows that our Party and State attach great importance to social insurance and health insurance policies. The Resolution has also promptly supported social insurance and health insurance work with specific instructions to address limitations in the implementation of the two major policies above.

The remaining issue is the serious and responsible participation of Party committees, authorities at all levels as well as agencies, enterprises, units and the whole society to bring Resolution 21 of the Politburo into life. And, of course, along with the above participation, besides strengthening propaganda and mobilization work, legal sanctions are also needed to deter those who violate the Law on Social Insurance and the Law on Health Insurance.
