To put Hung Linh water plant into operation, active coordination is needed.

(Baonghean) - Hung Linh Water Plant (Hung Nguyen) is part of the rural clean water program, with a total investment of more than 10 billion VND, 60% of which is state capital and 40% is contributed by the people. The capital portion of the project has been implemented. As a result, the plant, raw water reservoir, sedimentation system, clean water tank, and pipelines of levels 1, 2, and 3 have been completed for 2 years, but the plant has not yet been put into operation due to lack of customers. The system of machinery and equipment is deteriorating over time.

Mr. Tran Van Thang, Vice Chairman of the Commune People's Committee, said that Hung Linh has 1,515 households and 7,300 people. Compared to other areas, the problem of domestic water is difficult. Therefore, the policy of building a water plant to provide clean water for the people is correct. The project's capital for the construction of the pipeline plant has been fully provided, and the main pipeline has been brought to the hamlets. However, the remaining part (40% of the population) is being brought from the main pipelines to their homes and the installation of equipment for each household is currently not being mobilized.

The factory has repeatedly come to each hamlet to hold meetings with residents to register for water use and install equipment, but all have been unsuccessful. According to Mr. Nguyen Minh Chau in hamlet 9A, the factory's water is not "very clean". On the other hand, the people in his area are poor, and the investment of 3.8 million VND in 3 years is high compared to the income of the people. Mr. Duong Xuan Dao's family (hamlet 5B) still needs to use clean water from the factory. According to Mr. Dao as well as the opinions of the people in the hamlet, they do not have much confidence in the quality of the factory's water. On the other hand, he has his own concerns about whether the current water price is too high, and whether it will affect the common life of the family or not?

When discussing the people's concerns with Mr. Thang, it was learned that the commune's water plant takes Lam River water into raw water reservoirs. When designing water for the plant, the design unit did not design a separate supply line but shared it with agricultural irrigation ditches. When pumping water into the plant, people saw that it was shared with irrigation ditches, so they suspected that the water was dirty. Also according to Mr. Thang, if only the water supply line was separate, people would not have to wonder. Regarding the water quality, Mr. Thang affirmed that it was very good, because after completing the work, the water for the People's Committee, the health station and the schools all used the water source from the plant, cooked green tea so that it would stay green all day long, without film or smell...

In our opinion, in order for the plant to be put into operation soon, all sides must coordinate more actively. The water plant must clarify the water quality, the price must be guaranteed, suitable for the income of the people. The government and organizations need to stand up to mobilize and propagate so that people can clearly see the benefits of using clean water. And the people need to cooperate actively to put the water plant project into operation soon, avoiding waste.
