(Baonghean) - Nghe An Provincial Party Committee has issued Decision No. 5155-QD/TU approving the Project on "Developing Party Organizations in Private Enterprises and Foreign-invested Enterprises" (DNTN-DNCVNN). Accordingly, the goal is that by 2020, 50% of enterprises eligible for establishment will have Party organizations. In reality, in the context of many difficulties in production and business, the activities of Party organizations in enterprises need more attention.

Truong Thinh Joint Stock Company is headquartered in Quynh Van Commune, Quynh Luu District, specializing in two fields: mining and processing construction stone and purchasing pine resin. Despite the impact of the economic recession, under the leadership of the Party cell, the Board of Directors, and the Board of Directors, the company has overcome difficulties, stably produced and operated, creating jobs for nearly 100 workers with an income of over 3 million VND/person/month. Going back in time, after only 2 years of establishment, due to a dispute over interests between members of the Board of Directors, the company was at risk of bankruptcy. Since then, the Party cell of the company has clearly demonstrated its role as a political nucleus and intellectual capacity with solutions to reorganize the organizational structure through the General Meeting of Shareholders, creating trust for shareholders and workers. Deputy Secretary of the Party Cell, Chairman of the Trade Union Nguyen Sy Danh said: “Without the leadership of the Party Cell, Truong Thinh would have found it difficult to overcome difficult and challenging times. Since then, along with stabilizing production and business, the Party Cell has achieved the title of outstanding exemplary in the Party organization of non-state enterprises…”.

At Binh Minh Trading and Service Company Limited, the leadership role of the Party cell is considered by Nghi Loc District Party Committee as a "bright spot" in the Non-State Enterprise Sector. Established in 2006, initially there were only 5 Party members, but up to now, the Party cell has 19 Party members. Party members promote their roles, responsibilities, and set an example in production and business. Every year, the company's business plan is discussed by the Party cell and approved by the Party members' conference to obtain consensus. Many Party members take on important positions, becoming shining examples, exemplary pioneers in performing assigned tasks and responsibilities. Party member Doan Anh Chin - Office of the Commercial Enterprise, has many initiatives in market access and customer care; Party member Nguyen Ngoc Thanh - Deputy Head of the Welding Team is very exemplary, always fulfilling assigned responsibilities, close to and wholeheartedly helping young workers... Such core members contribute to building solidarity and collaboration, making the enterprise develop more and more.

The important role of the Party cell and Party members is also clearly seen at Hai Chau Shipbuilding Company Limited. Every month, production and business plans are discussed and specified by the Party cell with appropriate plans and solutions. Thanks to that, the Party cell always plays a leading role in production and business tasks, steering the unit through difficulties. In the difficult context of economic recession, Hai Chau Company still creates jobs and stable income for nearly 100 workers, at 6-9 million VND/person/month. Comrade Tran Thanh Hai - Party cell secretary, Director of the Company shared: "At each meeting, the Party cell issues a resolution with specific tasks and that is the basis for the company's leaders and departments to implement. In addition, the Party cell also emphasizes the work of mobilizing and raising political and ideological awareness for Party members and the masses so that they can confidently stick with and accompany the enterprise".

As for foreign-invested enterprises, many party cells have promoted their roles and responsibilities well in production and business. A typical example is the Yabashi Limestone Mining Company - Vietnam. Since its establishment in 2000, the party cell was built by a joint venture between Nghe An Minerals Company and Yabashi International Company. After a while, Nghe An Minerals Company withdrew its capital, so the company became a 100% foreign-invested enterprise. Despite the fluctuations, the party cell and the trade union organization have maintained good operations. Mr. Masahiro Miyagawa - Director of the Company said: "Party members in the company are exemplary, prestigious individuals and are assigned to be in charge of the most important tasks in the company... The party organization and the enterprise always establish a mutual relationship for the purpose of development".

The above models are the result of the persistent efforts of each party member and the responsibility of party cells in non-state enterprises. That process requires innovation in the leadership and operation methods of party organizations to suit the actual production and business situation of enterprises, while promoting the pioneering role of party members, actively contributing to the sustainable development of enterprises.

Besides many party organizations in non-state enterprises that have performed well, there are many party cells facing difficulties. The Thanh Mai Company Limited Party Cell has 4 party members, was established in September 2013, and is under the Quynh Luong Commune Party Committee (Quynh Luu). Initially, the party members played a pioneering role, maintained activities, and actively contributed to the development of the enterprise... But only a short time after its establishment, the Party Cell revealed shortcomings and limitations. Comrade Tran Thi Thao - Party Cell Secretary, Company Director complained: "Activities in the Commune Party Committee, but in monthly meetings and briefings, the Party Committee only discussed local matters such as winter crops, spring crops, epidemics... and did not mention our enterprise at all, so we felt isolated and lacking direction for activities...".

At the Party Cell of T&D Construction and Investment Consulting Joint Stock Company under the Party Committee of Ha Huy Tap Ward, although it has been established for more than 10 years, it is still in a "lonely" situation. Comrade Tran Vu Quang - Party Cell Secretary, Director of the Company shared: "If we do not attend the monthly and quarterly meetings, it is not enough, but if we attend, it is too much. In reality, we see a lack of attention to the Party organization in enterprises". Up to now, the Party Cell has 9 Party members and is an important pillar of the enterprise. The Party members here demonstrate the role of a locomotive, united, wholeheartedly devoted to the development of the enterprise. However, through actual operations, according to the Secretary, "The Party Cell receives little attention from the Party Committee of the Ward in Party building work as well as in orienting the development of enterprises".

The practical shortcomings of party building work in non-state enterprises stem from the lack of responsibility and lack of "coverage" of full-time party cadres at the grassroots level. That makes enterprises with party cells feel a lack of attention, sharing, and real direction from the higher-level party organization. In addition, in the regulations, the admission of private business owners into the Party needs to be more flexible. The Party Cell of Vinh City Tourism Joint Stock Company currently has 7 party members under the Vinh City Party Committee. This is a state-owned enterprise that has converted to the form of a joint stock company, so the Party Cell has been established for quite a long time, with a long history of party building and development. Currently, the Party Cell is submitting documents for the Vinh City Party Committee Standing Committee to decide on the admission of Mr. Ho Van Thuan, CEO of the Company, and Mr. Nguyen Manh Tien, Chairman of the Board of Directors of the Company.

But in the process of resolving the procedure, comrade Doan Huu Trung - Secretary of the Company's Party Cell, former officer of the Vinh City Party Committee's Organization Board, clearly saw the cumbersome procedures and proposed: "The Central Government should study and simplify the procedures to stipulate the "hard" part such as enterprises fulfilling tax obligations, not owing social insurance for employees... and the "soft" part such as having a university degree, it is not required to present a high school diploma, because there are cases where it has been lost or misplaced over time, in order to be flexible in completing the procedures for business owners to join the Party. If there is no reform of administrative procedures, I am afraid that they will not be persistent enough to complete the procedures according to regulations". It is known that in 2014, if the Vinh City Party Committee Standing Committee issues a decision to admit 2 cases at the Vinh City Tourism Joint Stock Company Party Cell, these will also be the only 2 cases in the province where business owners join the Party; This is admirable, recognizing the efforts and dedication of party members and grassroots party organizations in nurturing resources for the Party.

The goal is that each year, each district, city, and town Party Committee will establish at least one new party organization in private enterprises and state-owned enterprises, so that by 2020, 50% of enterprises within the scope of the project will establish a party organization; 70% of enterprises will establish a trade union organization and 60% will establish a Ho Chi Minh Communist Youth Union or Women's Union. This is a goal that requires each locality and unit to base on actual conditions to have a suitable plan and implementation method.

However, the important issue that needs to be addressed immediately is to strengthen and enhance the responsibility of the Party Committees at higher levels. Party Committees must truly accompany non-state enterprises, care for and share in the production and business activities of enterprises in each period. Thereby, together with enterprises, we can train new factors for the Party organization and promptly support Party cells in enterprises in a more positive and effective manner. As an "insider", Comrade Vo Quoc Hung - Deputy Secretary of the Party Committee of the Provincial Business Bloc, said: "In addition to consolidating and improving the quality of activities and the role of Party organizations in non-state enterprises, the coming time requires Party Committees at higher levels to demonstrate their responsibility and important support for enterprises when they need it".
