On the last day of 2024, the new Vinh city held a ceremony to announce its establishment with the presence of many leaders of the province, city, Cua Lo town, Nghi Loc district and merged localities. The event opened a new chapter in the development process of Vinh city, which has been cherished and expected for so long, so that Vinh city can "spread its Phoenix wings" in the not too distant future as desired and expected by the Central Government, the province and the aspirations of the city's cadres, party members and people.

Resolutions of the Politburo and decisions of the Prime Minister over the past two decades have shown a consistent and consistent view in the policies and orientations of the Central Government on the development of Vinh city to its full potential. Recently, Resolution No. 26-NQ/TW dated November 2, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, Vinh city was selected to focus on investing in building facilities and improving the quality of operations of a number of major universities to become a prestigious training center in the region and the world; at the same time, becoming the nucleus of the region's specialized medical center and northern cultural center.

On the basis of summarizing 10 years of implementing Resolution No. 26-NQ/TW dated July 30, 2013 on the direction and tasks for developing Nghe An province until 2020, the Politburo continued to issue Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045. In which, the Politburo continued to orient "focusing on investment and having outstanding mechanisms and policies to develop Vinh city into an economic and cultural center of the entire North Central region". Nghe An province's planning for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision 1059/QD-TTg dated September 14, 2023. Vinh city is identified as one of the two growth driving areas of Nghe An and one of the six urban centers of the province.

The Standing Committee of the Provincial Party Committee issued Resolution No. 16-NQ/TU dated July 16, 2024 of the Standing Committee of the Provincial Party Committee on the construction and development of Vinh city by 2030, with a vision to 2045, with the goal that by 2030, Vinh city will be a civilized and modern coastal city; the economy will develop rapidly and sustainably, the growth engine of the province, the center of the North Central region in the fields of: Education and training, culture, health, trade, tourism, logistics, science and technology, high-tech industry; the infrastructure system will be gradually synchronized, modernized, adaptable to climate change, ensuring safety; the material and spiritual life of the people will be improved; national defense and security will be solid; the Party organization and political system will be clean and strong; the strength of the great national unity bloc and the people's trust will be enhanced. By 2045, Vinh city will be a fast-growing, sustainable, civilized, modern smart city, one of the important development drivers and growth poles of the North Central region.

At the ceremony to announce the establishment of Vinh city (new), Vinh city Party Committee (new) and the decision of the Provincial Party Standing Committee on personnel work held on the morning of December 31, 2024, the Provincial Party Secretary, Chairman of the People's Committee of Nghe An province emphasized that the establishment of Vinh city (on the basis of merging Cua Lo town and 4 communes of Nghi Loc district - PV) is a correct policy of the Central Government and Nghe An province. This is a decision of turning point significance, with long-term strategic vision for the development of Vinh city; creating a premise for the city to develop comprehensively, worthy of being the central urban area and the driving force for development of the province; at the same time contributing to the implementation of the goals of Resolution No. 39 of the Politburo.

The Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province proposed to mobilize and effectively use existing resources and necessary resources to ensure the implementation of urban planning, construction and development, including the development of a plan to renovate the urban area of ​​Vinh city (new), worthy of being the central urban area of ​​the province and the North Central region; review plans and strictly implement the management of plans to build Vinh into a smart, modern, bright, green, clean and beautiful coastal city.

Urban "along the river, towards the sea"

Entering the new year 2025, "Vinh - the city of dawn" is facing new opportunities, fortunes, and development cycles. With the efforts of the Party Committee, the government and the people of the city, it is hoped that in the process of concretizing the above important documents, the city will soon have outstanding mechanisms, policies and resources, with appropriate and separate decentralization and delegation of power from the Central and the province to develop worthy of its role and position as a regional center. Because as economic expert Tran Dinh Thien has repeatedly commented: "The higher Vinh City is, the higher the rest of Nghe An and the North Central region will be", showing the need to establish a vision and outstanding development strategy for the city in accordance with its position as the capital of the North Central region.

Dr. and architect Tran Ngoc Chinh, currently Chairman of the Vietnam Urban Planning and Development Association, member of the Economic and Social Advisory Group of Nghe An province, has had many ties with Vinh city for half a century. He is one of the people who have long suggested and strongly supported the expansion of Vinh city into a coastal city. According to proven experience from the North, Central and South of our country, coastal cities are all very developed compared to the general level.

After the expansion, architect Tran Ngoc Chinh proposed that the leaders of Nghe An province take steps according to regulations to quickly establish the Vinh City Planning with a vision of a city of 1 million people, along the Lam River and towards the East Sea, to not only be the center of Nghe An province but also of the region; from there, make zoning plans and detailed plans to implement projects to develop the expanded Vinh city.

In the process of planning the expanded Vinh city, Mr. Tran Ngoc Chinh suggested that the province pay attention to the development axes and boundaries, because when mentioning Vinh, it is impossible not to mention the sea and Lam River. Therefore, first of all, the planning needs to build Vinh worthy of being a coastal city, developing towards the sea with the central axis being Vinh - Cua Lo Boulevard. Both sides of the boulevard need to plan appropriate functional subdivisions, in accordance with the scale; at the same time, planning for development along the coastal route in Cua Lo, paying attention to clarifying the relationship between Cua Lo and Hon Ngu to have an investment plan to build this island quite close to the mainland to develop into a key tourist destination.

Architect Tran Ngoc Chinh also recommended that the development axis from Cua Hoi along the Lam River to Hung Nguyen be clearly planned, because the expanded Vinh city will not only have the sea, but also the Lam River. "If the planning is good, Vinh will become a very good coastal and river city." This will also be the axis connecting the hometown of President Ho Chi Minh and the hometown of the great poet Nguyen Du. With the vision of planning a modern expanded Vinh city, developing "along the river, towards the sea", he also suggested that attention should be paid to the continuation of the cultural and historical elements of Vinh city. He emphasized the planning of the historical urban area in the south of the city, which is the entire existing inner city of Vinh city today.

More than 200 years since it officially became the capital of Nghe An, exactly 50 years after being rebuilt from "rubble" by German friends, Vinh city is facing a historic turning point. The future picture of the expanded Vinh city has been clearly outlined, with consistent and specific visions and goals. The problem now is that on those important political and legal bases, with new positions and strengths, the Party Committee, the government and the political system of Vinh city as well as Nghe An province proactively promote internal strength, effectively mobilize external strength to build Vinh city to develop modernly, worthy of its stature, inheriting the values ​​accumulated over time to enrich its identity. Because the formation and development of the city is a process of transformation of the past, present and future, of inheritance, promotion and development.
