(Baonghean) - Based on the results achieved in the 2010 - 2015 term and with the mindset of innovation and breakthrough to create a higher development step, in the 2015 - 2020 term, Anh Son district sets basic goals, which are to continue to develop the socio-economy; improve the material and spiritual life of the people; develop Anh Son comprehensively and become a well-off district of the province.

To achieve that common goal, in the agricultural sector, priority is given to promoting comprehensive agricultural development in a modern, efficient and sustainable direction. Focus on developing commodity agriculture, in addition to closing the area, it is necessary to increase the application of science and technology, new varieties in production, increasing the value per unit area. Gradually build and restore a number of branded agricultural products such as Gay tea, Bai Phu oranges, Khai Son oranges... Focus on converting some ineffective rice production areas to grow some color crops such as squash, cucumber, watermelon and various vegetables; convert some low, high-altitude gourd areas that are ineffective to grow sugarcane; take advantage of hilly land, surplus land or land that has not been planned to grow other crops to grow cassava, some areas will grow aromatic roots on high ground and grow gac and hot peppers for export on low ground. Along with cultivation, focus on developing livestock farming according to farm models with reasonable scale (buffalo, cows over 50/household; sows over 50 and pigs over 200/household), in order to create quantity of goods, improve the quality of the herd. Also related to agriculture, it is necessary to focus on accelerating the progress of new rural construction, because this is a comprehensive program to comprehensively develop agriculture, rural areas, and farmers through 19 criteria; from changing production methods, increasing income of rural residents, eliminating hunger, reducing poverty associated with restructuring agriculture towards increasing added value and sustainable development.

Along with agriculture, promote the development of industry, small-scale industry and craft villages, in which attention should be paid to creating all conditions for existing enterprises in the area to invest in increasing capacity, innovating equipment and technological lines; associated with attracting investment projects suitable to potential advantages such as processing industry, construction materials production industry; agricultural and forestry processing, including sugar cane, tea, rubber, clean coal, cassava starch....

To ensure the attraction of investment to implement projects in the area, the district's orientation is to include Tri Le - Khai Son commune in the province's high-tech and green industry development program and gradually become a key economic and social development center of Southwest Nghe An. Continue to build Dinh Son, Hoi Son and town industrial clusters. In the immediate future, focus on removing difficulties to turn the Cassava Starch Processing Factory, the Firewood and Clean Coal Export Processing Factory into important links in the processing of agricultural and forestry products for the districts of Western Nghe An. Maintain villages with crafts, focusing on traditional crafts of ethnic minorities. When agriculture and industry both have vibrant development, it is necessary to set out the task of developing trade and services accordingly. To do this, the district will actively attract investors to build infrastructure for commercial centers, supermarkets, service establishments, and restaurants in the area; At the same time, build a central market in the town and rural markets to exchange goods... Another area of ​​service is to try to realize the approved tourism development project; form routes, tours of eco-tourism, spiritual-cultural tourism, community culture...

One of the key issues to ensure the above tasks and solutions are effectively implemented is to have a synchronous infrastructure, including infrastructure serving economic development, raw material areas, industrial park infrastructure, disadvantaged areas, etc. In particular, focusing on developing and completing traffic infrastructure, especially rural traffic infrastructure, to serve both economic development and people's travel needs. That is, investing and upgrading routes to ensure cars reach the commune center in all four seasons; completing and opening the Lam River Left Bank Road, the rescue and relief road along the Con River, and the Tho Son sugarcane raw material road; At the same time, invest in new routes from Tuong Son to Thanh Son, Cam Son to Mon Son, Lam Son (Do Luong) - Trai Sanh Dam, Gau stream (Tao Son) - Cay Cam (Lang Son) - Ho Chi Minh road... Along with that, build and upgrade irrigation works to increase the designed irrigation capacity to 75 - 80% of the area, by 2020 the irrigation area will be stable at 4,000 - 4,500 ha.

Along with breakthrough solutions in economic development, Anh Son will also implement many cultural and social solutions, in which the highlight is to effectively preserve and promote the intangible cultural heritage of Nghe Tinh folk songs, vi, and giam and national cultural identities, especially among ethnic minorities; associated with that is to strongly develop mass cultural and sports movements. Promote the movement of the whole people uniting to build a cultural life; strive to have 73-75% of cultural units, villages, and hamlets by 2020; 80-82% of cultural families. Firmly consolidate and improve the quality of general education, contributing to raising people's knowledge and improving the quality of labor resources. Strongly develop vocational training associated with job creation for workers, increase labor export associated with strict organization, management and ensuring workers' rights. Strengthen the mobilization of social resources for hunger eradication, poverty reduction and social security, striving to reduce the poverty rate by an average of 0.8 - 1.0% per year.

To ensure that tasks and solutions are effectively implemented in the 2015-2020 term, the requirements set forth in direction and administration are to synchronously implement economic, political and social solutions. Improve the efficiency and effectiveness of management and administration of People's Committees at all levels in planning, plans, promulgating mechanisms and policies, organizing the implementation of directives and resolutions of superiors, Party committees, People's Councils of districts, communes and towns on socio-economic development tasks, ensuring national defense and security. Innovate direction and administration methods; clearly define the responsibilities and powers of all levels, sectors, cadres and civil servants; enhance individual responsibility, especially the heads of all agencies, units, localities, departments, divisions, and sections... Strengthen discipline and administrative discipline in all fields; promptly and seriously implement reward and discipline mechanisms. Continue to build a team of civil servants and public employees with sufficient qualities, qualifications, and capacity, and who are closely attached to the people to successfully complete assigned tasks. Organize and effectively implement the "one-stop" and "one-stop" mechanisms, creating a favorable investment environment to attract investment. Strengthen the work of government mass mobilization, expand democracy in the activities of administrative agencies; maintain and effectively implement the work of receiving people, promptly resolve the concerns and complaints and denunciations of citizens.

In the 2015 - 2020 term, Anh Son is determined to overcome difficulties, promote the heroic tradition of the people's armed forces, launch an emulation movement to successfully implement the goals and targets set by the congress, and strive to develop Anh Son comprehensively, becoming a well-off district of the province by 2020.
