To make the Community Learning Center operate effectively

(Baonghean) - Community Learning Center (CLC) - a continuing education facility in national education, is an autonomous learning center of the community at the commune, ward, and town levels, with the management and support of the State; at the same time, it strongly promotes the participation and contribution of people in the community to build and develop according to the mechanism of the State and the people working together.

HThe activities of the Community Learning Center aim to create favorable conditions for all ages to study regularly and learn for life. Clearly defining the position and function of the Community Learning Center in society; the Party and State have issued many policies and guidelines on the construction and development of Community Learning Centers. Nghe An is one of the provinces that has rapidly built and developed Community Learning Centers in communes, wards and towns throughout the province. In December 2002, Quynh Thanh commune (Quynh Luu) built a Community Learning Center, which was the first Community Learning Center in the province. By 2012, 480 Community Learning Centers had been developed, reaching 100% of communes, wards and towns in the province.

After being established, the community learning centers in the province have organized activities that have brought practical results in all four areas: Dissemination of legal policies; science and technology; culture and education, contributing to improving the quality of life for the community and developing the economy and society in the area.

Evaluating the quality of activities of the Community Learning Centers according to the criteria issued in Decision No. 390/QD-SGD-DT dated March 8, 2007 of the Department of Education and Training, in 2012, there were 116 centers classified as good (24.2%), 159 centers classified as fair (33.1%), 205 centers classified as average (42.7%), and no centers classified as poor.

However, in general, the TTHTCĐ system in the whole province still has difficulties and problems that need to be focused on to resolve in order to operate more effectively and practically.

Facilities, funding and human resources are very limited, while some cadres in the management boards of the CLCs have not yet established a coordination mechanism, integrating with programs, projects and facilities in the area to utilize funding sources for activities. In order to contribute to overcoming the above-mentioned shortcomings, the provincial science and technology project "Some solutions to improve the operational efficiency of CLCs contributing to building a learning society in Nghe An" has proposed a set of solutions including: Raising awareness for cadres, party members and people about the leadership role of the Party and the State's management of CLCs; Paying attention to the advisory and coordination role of the learning promotion association in organizing and implementing; Selecting and improving the capacity of the management boards of CLCs; Strengthening the combination of programs and projects put into operation at CLCs; Ensuring conditions for effective organization and management of CLCs; Perfecting the operating mechanism and management mechanism of community learning centers; Organizing the compilation of programs and learning content at community learning centers.

After nearly 2 years of implementing the solution set at 4 models: Yen Khe Commune Community Learning Center, Con Cuong District; Dong Hieu Commune Community Learning Center, Thai Hoa Town; Thanh Hung Commune Community Learning Center, Thanh Chuong District; Nghi Thu Ward Community Learning Center, Cua Lo Town with 8 training sessions for 60 management staff of 4 centers and nearly 500 local people. Through coordination and integration of the activities of the Community Learning Centers with agricultural, forestry, industrial extension... and programs, projects, agencies and units in the area, the Community Learning Center plays the role of a coordinating unit for local agencies and units to propagate and transfer knowledge and experience in production... to the right beneficiaries. Therefore, the results are very practical, contributing significantly to improving production efficiency and improving the quality of life for local people. This is also the most effective operating mechanism of the Community Learning Centers.

From the results of the four models, we would like to propose some solutions to maintain and replicate the model in the future.

- For Party organizations at all levels: Deploy a review of the implementation of Directive No. 20/CT-TU dated February 23, 2003 of the Provincial Party Standing Committee on strengthening leadership, building and developing community learning centers in wards, communes and towns, and proposing measures to continue directing in the new situation.

Include the activities of the Community Learning Center in the congress resolution and the annual leadership and direction tasks of the Party Committees of communes, wards and towns.

- For People's Councils and People's Committees at all levels: The plan and content of activities of the Community Learning Center must be included in the resolutions of the People's Councils of wards, communes and towns and the annual socio-economic development tasks of the People's Committees for direction and implementation.

- Regarding issued policies and mechanisms: Review and re-evaluate Circular 40 of the Ministry of Education and Training on sending a primary or secondary school teacher to work at a community learning center. Decision 3779/QD-UBND-VX dated August 3, 2009 of the Provincial People's Committee stipulates the level of regular support for community learning centers. Continue to direct the implementation of issued policies, and at the same time propose and supplement new contents to suit the development situation of community learning centers.

- For community-based training centers: Reorganize the management board, review and supplement operating regulations. Develop a coordination plan with agricultural - forestry - fishery - industrial extension facilities and project programs in the area. Exploit funding sources and facilities from programs and projects to support the center's activities.

Improving the operational efficiency of community learning centers is important, contributing to improving the quality of life for each citizen and contributing to the economic and social development of wards, communes and towns.
