Notably, Thang Long Avenue (National Highway 1A) through Nghi Kim and Nghi Lien communes, the intersection of Nguyen Sy Sach and Le Nin Avenue, Le Viet Thuat Street, etc. Some points still have frequent local congestion such as the train station intersection and the intersection of Le Hong Phong and Nguyen Van Cu.
Dozens of serious traffic accidents have occurred at these points. The main causes are that motorcyclists do not comply with traffic laws, do not pay attention, and drive in the wrong lane when changing direction.
In fact, the road through Nghi Kim and Nghi Lien communes is quite narrow, adjacent to the railway, and has many residential crossings. On the other hand, on this route, the speed limit signs when entering the city are not placed in the right position, too far away, so road users are easily subjective. However, this is a route managed by the Ministry of Transport, so coordination between functional agencies to resolve the above situation is not yet synchronized.
At intersections and 3-way intersections, the placement of median strips with tall trees has blocked the view of road users. The traffic light system is not working properly, and power outages lead to chaos at intersections.
Mr. Hoang Phi Quyen - Deputy Captain of the Traffic Police Team of Vinh City Police said: Due to the small force, it is very difficult to send traffic police officers to hot spots across the city. We are advising the Vinh City People's Committee to open more separate turns at intersections to ease traffic flow. However, the main thing is still people's awareness when participating in traffic. Therefore, the propaganda and dissemination of traffic safety laws is the key point but has not been implemented well.
According to the authorities, the main measures applied to solve black spots are to overcome the potential factors causing traffic accidents. Specifically: strengthening patrols at black spots, deploying traffic police and using professional measures such as speed cameras, measuring alcohol concentration to limit traffic accidents; promptly detecting and handling shortcomings in the traffic infrastructure system; conducting control and installation of "speed limit" signs...
In addition, the units will review and promptly adjust the shortcomings of the traffic sign system, causing traffic safety loss in the city, install additional signs, traffic lights, and light signs, expand the roadway; check, monitor and coordinate to evaluate the shortcomings of the traffic infrastructure system to promptly propose solutions to overcome the shortcomings to ensure traffic safety and order in the entire city.
