Proposing 3 new points in university admissions in 2021
According to the draft Circular amending and supplementing a number of articles of the Regulations on admission to university and college levels in preschool education, there will be a few notable changes in the 2021 admission season.
RulesCollege and university admissionsThe preschool education sector is expected to basically maintain the same admission method as previous years: using high school graduation exam scores for admission; using separate admission results of some schools; considering high school transcripts and using some international certificate results (SAT/ICT); excellent student exam results.
However, to suit the actual conditions and promote the application of information technology in the entrance exam of the Ministry of Education and Training, this year there will be some minor technical adjustments to create more favorable conditions for candidates in the process of registering for admission, adjusting their wishes, and at the same time minimizing unnecessary errors.
Candidates can register for admission online.
One of the notable changes in the draft Regulations is the registration for admission. Candidates are allowed to register for admission online (at qualified locations) according to the regulations of theDepartment of Education and Trainingwith the registration fee instead of only being able to register directly on the exam registration form and register for admission as in previous years.
For areas with difficulties in equipment and transmission lines, high schools, universities and colleges in the area will organize support and technical guidance for candidates when registering directly.

Candidates are allowed to adjust their wishes up to 3 times.
In previous years, after the high school exam results were available, candidates could only adjust their preferences once. After adjusting, if they wanted to change or add anything, they could not do so. This year, it is expected that candidates can adjust their preferences up to 3 times.
The Ministry of Education and Training said that allowing candidates to adjust their wishes three times is a plan that has been included in the Ministry of Education and Training's roadmap for reforming entrance exams. The goal of this adjustment is to create conditions for candidates to have more opportunities to adjust their decisions. The admission policy will also keep pace with the admission process of other countries, creating a favorable environment and limiting pressure on candidates.
“Adjusting your wishes multiple times will not affect the virtual filtering of the system. Virtual filtering and adjusting wishes are two processes at different stages,” the Ministry of Education and Training informed.

Adjusting the responsibilities of the parties
If last year, the Ministry of Education and Training will build and operate an information portal to support candidates and schools in the enrollment process, including information on: Directing and operating enrollment work; database on high school graduation exam results; data entry system for statistical data on candidates' wishes and other information necessary for enrollment work;... then this year, the Ministry of Education and Training plans to only support training institutions in building, maintaining and operating the information portal. The Ministry will play the role of managing and unifying the national common enrollment database.
Also because this year candidates are allowed to register for admission online, the People's Committees of provinces and cities and the Department of Education and Training are also responsible for directing the application receiving points to implement so that candidates can only choose 1 of 2 methods: register directly on the High School Graduation Exam Registration Form and apply for admission to universities and colleges or register online (at places with sufficient conditions), and guide candidates to adjust their wishes online.
The Ministry of Education and Training is seeking feedback from experts and society and will finalize the 2021 enrollment plan after carefully considering and reviewing the comments.
