Proposal to add the emulation title "Excellent Worker"

Specifically, regarding emulation titles for individuals, in addition to titles such as: "National Emulation Fighter", "Emulation Fighter at the level of Ministries, branches, provinces, central organizations", "Emulation Fighter at the grassroots level", "Advanced Worker", the draft proposes to add the title "Excellent Worker".

Regarding the collective emulation titles, in addition to the "Government Emulation Flag" and "Emulation Flags of ministries, branches, provinces, and central organizations", the draft proposes to add the title "Excellent Labor Collective".

According to the Central Emulation and Reward Committee, the addition of these two emulation titles to consider awarding to individuals and groups in the non-state sector aims to directly reward and promptly encourage direct laborers, workers, farmers, etc.

In addition, the draft also proposes to add the title "Emulation Flag at the General Department, Military Region, Military Service, Army Corps, and Service (and equivalent) level"; "Emulation Flag at the district level" for collective emulation titles.

Modify the criteria of Emulation Fighter

The draft also amends a number of regulations related to the titles "National Emulation Fighter" and "Emulation Fighter at the level of Ministries, branches, provinces, and central organizations".

Accordingly, regarding the title of National Emulation Fighter, the draft proposes to amend this regulation in the direction that the title "National Emulation Fighter" is only considered for individuals with the most outstanding achievements selected from among individuals who have twice achieved the title of "Emulation Fighter" at the level of Ministries, branches, provinces, and central organizations, but not necessarily twice in a row as before.

As for the title "Emulation Fighter at the Ministry, Branch, Province, and Central Organization level", according to current regulations, this title is awarded to individuals with outstanding achievements among individuals who have continuously won the title "Emulation Fighter at the grassroots level" for 3 times. The draft has proposed that this title be awarded to individuals with the most outstanding achievements selected among individuals who have won the title "Emulation Fighter at the grassroots level" for 5 times.

In addition, to further improve the effectiveness of the reward work, in addition to the principle of ensuring accuracy, publicity, fairness, and timeliness; closely combining spiritual encouragement with material incentives", the draft also adds the principle: Rewards must be given according to achievements and must ensure the principles of gender equality.
