Proposed policies to support small and medium enterprises to start innovative businesses
The draft Decree detailing a number of articles of the Law on Support for Small and Medium Enterprises drafted by the Ministry of Planning and Investment proposes many support policies for innovative start-up small and medium enterprises.
Accordingly, the draft proposes support for technology application and transfer. Specifically, support of 50% of the cost of high-tech application contracts and technology transfer contracts, but not exceeding 100 million VND per contract and not exceeding one contract per year.

For support on training, information, trade promotion, commercialization: Support 50% of the cost of specialized training on product development and construction; product commercialization; calling for investment capital; market development; connecting startup networks with scientific research organizations and individuals, but not exceeding 20 million VND per training course and not exceeding 01 training course per year.
At the same time, free booths for domestic and international trade promotion exhibitions; free support for information and communication on connecting creative startup networks, attracting investment from creative startup investment funds; connecting creative startups and scientific researchers, scientific research institutes to perfect products to promote commercialization.
The draft also clearly states support for the use of technical facilities, incubators, and co-working spaces, including: Free use of equipment at technical support facilities supporting small and medium enterprises; 50% support but not exceeding 5 million VND/month for participation fees in incubators and co-working spaces for innovative startups.
In addition, support the implementation of procedures on standards, technical regulations, measurement, quality; testing, perfecting new products, new business models: 50% reduction in testing fees for measuring equipment samples; 50% reduction in inspection, calibration, testing fees for measuring equipment, measurement standards; 50% reduction in the cost of issuing quantitative marks for pre-packaged goods in accordance with technical measurement requirements; 50% reduction in testing fees for goods quality at the testing system under state management agencies but not exceeding 10 million VND per test and not more than 01 time per year...
