Proposal for clean water prices in some rural areas of Nghe An province
(Baonghean) - As reported in the previous issue, the current situation of rural water project management in Nghe An still has many shortcomings and it is necessary to have the participation of the people in this work. Because Nghe An province has not yet had a decision regulating the price of domestic water consumption in rural areas, this time the province will issue regulations on clean water prices in rural areas.
Necessity
Of the 512 rural clean water projects in Nghe An, 28 water supply projects managed by 24 units are collecting water fees. In addition, there are 457 self-flowing water projects, of which only 5 projects have management, operation, and exploitation entities to collect fees. The remaining 452 projects are mainly managed by taking care of the projects and people do not have to pay for water.
Therefore, many domestic water supply projects are not effective in the long term due to the limited awareness of people about preservation. People arbitrarily use water resources wastefully, do not have the awareness to contribute funds but rely on the State's investment, so many projects are not maintained and repaired in a timely manner.

Currently, the units organizing the management, operation, exploitation and use of concentrated rural water supply works in Nghe An province mainly include: People's Committees of communes, irrigation stations, companies, cooperatives, and the provincial center for rural water supply and environmental sanitation (a revenue-generating public service unit).
For water supply works with pumped power and network connection, the price of clean water in rural areas is mainly the price agreed between the people and the locality based on the price frame in the decision on clean water price in Nghe An province. However, through the data reported by districts, cities and towns, it shows that in some localities, the price of water to users is relatively high due to ineffective management of water supply works, and the loss and leakage of water resources is relatively large.

According to the provisions of Article 54, Decree No. 117/2007/ND-CP dated July 11, 2007 on production, supply and consumption of clean water, the Provincial People's Committee approves the water price plan and issues a price list for clean water for daily use in the area under its management, in accordance with the price framework prescribed by the Minister of Finance. However, in Nghe An province, there is no decision regulating the price of domestic water consumption in rural areas in Nghe An province.
In order for the price of clean water consumption in rural areas to ensure the principles of correct and sufficient calculation according to current regulations; ensure the cost of operation, maintenance and sustainable maintenance of works, be suitable to the people's ability to pay and fulfill obligations according to current regulations in the context of limited budget, it is extremely necessary to issue a decision regulating the price of clean water consumption in rural areas.
The provincial People's Committee is the authority that has the authority to approve the clean water price plan submitted by the water supply unit and issue a specific clean water price list for domestic use in the province in accordance with the price framework issued by the Ministry of Finance. At the regular meeting of the provincial People's Committee in February, the Nghe An Provincial People's Committee unanimously approved the decision to regulate the price of clean water consumption in rural areas in Nghe An province.

Clean water consumption price
According to the report of the Department of Finance, the price of clean water in rural areas in Nghe An is specifically as follows: The price of clean water consumption of self-flowing water supply works at the water supply works of Lang Nhung, Khe Bo (Tam Quang commune), Cay Me (Thach Giam commune), Ban Mon (Thach Giam commune), Tam Thai commune of Tuong Duong district and Chi Khe commune water supply work (Con Cuong district) is 2,500 VND/m3This price includes VAT and forest environmental protection service fee (52 VND/m3), not including environmental protection fees for domestic wastewater as prescribed and depreciation costs.

Meanwhile, the price of clean water consumption of pump-driven water supply works at the water supply works of Nghia Dong commune (Tan Ky district); Minh Kinh, Minh Hop, Tam Hop, Nghia Xuan communes (Quy Hop district) is 6,500 VND/m3This price includes VAT and forest environmental protection service fee (52 VND/m3) and fixed asset depreciation cost is 500 VND/m3; not including environmental protection fee for domestic wastewater as prescribed.
For water supply works with driving pumps provided at water supply works in the communes of Bao Thanh, Dong Thanh, Hong Thanh, Hop Thanh, Nhan Thanh, Tho Thanh, Son Thanh (Yen Thanh district); communes of Quynh Doi, Quynh Thanh, Quynh Thach (Quynh Luu district); communes of Dien Thai, Dien Dong, Dien Nguyen (Dien Chau district); commune of Nghi Lam (Nghi Loc district); concentrated clean water supply works in the communes of Hung Thang, Hung Phuc, Hung Tan, Long Thanh, Dien Yen managed by the Center for clean water and rural environmental sanitation is 7,000 VND/m3.

This price includes VAT, forest environmental protection service fee is 52 VND/m3and fixed asset depreciation cost is 1,000 VND/m3; not including environmental protection fee for domestic wastewater as prescribed.
In addition, the input raw water cost is structured in the consumption price of clean water products in Clauses 2 and 3 of this Article for projects using raw water from irrigation works at 900 VND/m3.
Nghe An will issue clean water consumption prices in rural areas.
