Proposed solutions to increase import and export tax revenue
The General Department of Customs proposed that the Ministry of Finance adjust the import tax rate on gasoline and oil to contribute to increasing import and export tax revenue.
According to the Ministry of Finance, as of June 30, 2013, the Customs sector collected 94,693 billion VND in budget revenue, equal to 39.9% of the estimate, up 4.1% over the same period.

Implementing the direction of the Prime Minister, Minister of Finance, Director General of the General Department of Customs Nguyen Ngoc Tuc emphasized that the number one key task of the entire industry is to collect state budget. Mr. Tuc suggested:
Firstly, regarding the collection of state budget revenue, the Ministry of Finance is requested to adjust the import tax rate on gasoline and oil in line with economic activities, stabilize tax rates, and contribute to increasing import and export tax revenue. The Ministry of Finance submits to the Government and the Prime Minister to continue creating favorable conditions for businesses to access credit sources. Loosen import and export policies, stimulate investment, stimulate consumption to release inventories, increase import and export turnover, and economic growth...
Second, improve the capacity of customs control activities related to anti-smuggling work. Specifically, amend and supplement the provisions of the Customs Law on areas, authority, professional measures...; supplement the authority of customs in the investigation and prosecution of crimes related to drugs, illegal possession and transportation of weapons... Supplement the provisions on the authority of customs officers performing customs control duties equivalent to the police force in detecting, investigating and handling a case of smuggling, illegal transportation of goods across the border and other acts violating customs laws.
Third, supplement the staffing of the customs force to promptly meet increasing work requirements.
Fourthly, regarding the modernization and post-clearance inspection, it is recommended that the Ministry of Finance submit to the Government the budget for implementing the national and ASEAN Single Window Customs mechanism in 2013 and the following years. It is recommended that the State Bank of Vietnam direct credit institutions and banks to strictly implement Joint Circular No. 102/2010/TTLT-BTC-NHNN guiding the exchange and provision of information between tax authorities and credit institutions.../.
