Proposal to reduce housing prices for low-income earners
Through tax and financial incentives, the Vietnam Association of Financial Investors (VAFI) believes that it is possible to reduce the selling price of small apartments for low-income housing by 30-40%.
VAFI proposed to the Government and the National Assembly some basic solutions to build one million apartments for low-income people (LTI) in the period of 2012 - 2020. The Vietnam Association of Financial Investors believes that it is possible to reduce the selling price of NTNT apartments with an area of 35 m2- 70 m2up to 30% - 40% by exempting all taxes and construction fees.
Accordingly, exempt taxes and fees related to the cost of building a new rural area such as: 10% VAT for TNT people when buying a house; land use rights transfer tax for real estate enterprises when implementing housing construction projects for TNT people; registration tax for home buyers; enterprises implementing new rural area construction projects are exempt from corporate income tax. And the state needs to have a tax exemption policy for organizations and individuals investing in new rural areas projects for the sole purpose of leasing.
VAFI said that there are still millions of TNT people living and working in urban areas facing housing difficulties. The reason is that the actual income of a part of the workers is still low compared to the housing price. In addition, the current solutions to solve housing for low-income people have many shortcomings. The situation of asking and giving mechanism and many complicated procedures still occur, pushing up housing prices.
With the above preferential tax and credit mechanism, TNT subjects with an initial amount of only 200 - 400 million can buy an apartment with a price of 350 - 700 million VND. Accordingly, it can solve the housing needs of millions of TNT people.
