Proposing the Provincial People's Council to approve the list and arrangement level of 19 works and projects in the Western Nghe An region

On the afternoon of April 23, the Ethnic Committee of the Provincial People's Council held a meeting to review the draft Resolutions submitted to the session. Attending were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council.

At the review session, the Ethnic Committee - Provincial People's Council gave opinions on the Draft Resolution on adjusting and allocating career funding sources from the Central budget to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2022, 2023 and 2024.

Allocation for socio-economic infrastructure projects in the Western region of Nghe An province according to the allocation principle: Focus on investment with focus, key points, prioritizing investment in large-scale projects with regional and local driving force to complete synchronous and modern infrastructure; overcome the situation of dispersion, spreading, fragmentation, ensuring effective use of capital.

Projects must be consistent with planning, development orientation, practicality, economy, efficiency and avoid waste. Priority is given to investments in districts that contribute greatly to domestic revenue from mineral exploitation activities and tax revenue from hydropower plants in the Western region.

In particular, priority is given to allocating capital to carry out key, important and urgent tasks with capital allocation targets; supporting the most disadvantaged communes, villages and hamlets; prioritizing support for poor households, near-poor households and vulnerable groups facing many difficulties.

Regarding the capital adjustment plan, supplement the budget from the adjusted reduction budget for the component projects of the Program with the budget number: 584,532 million VND.

However, localities and sectors must review and integrate capital sources of the National Target Program, medium-term public investment sources, increase revenue and save provincial budget expenditures, etc. to ensure even development among regions.

Commenting on the content of this draft, the delegates affirmed: Implementing the provisions of the law and instructions of the central ministries and branches, over the past time, the People's Council of Nghe An province has allocated career funding from the central budget to implement the target program for socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 to localities, agencies and units to implement and promote the effectiveness of the programs in the province.

However, up to now, there are still career funding sources from the central budget allocated in 2024 (including capital in 2022 and 2023 transferred to 2024) that have not been disbursed for the main reasons: the component projects have run out of beneficiaries, are not eligible for disbursement or have low disbursement rates, and need to be adjusted to supplement other component projects of the Program.

In Section 7, Resolution No. 174/2024 dated November 30, 2024 of the National Assembly: allows to extend the implementation time and disbursement of capital of the National Target Program in 2024. Therefore, the Provincial People's Committee submitting to the Provincial People's Council to issue a Resolution on adjusting the allocation of career funding from the Central budget to implement the national target program on socio-economic development in ethnic minority and mountainous areas in 2022, 2023 and 2024 is really necessary.

Agreeing with the proposal of the Provincial People's Council to approve the Draft Resolution on adjusting and allocating career funding sources from the central budget to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2022, 2023 and 2024, Head of the Ethnic Affairs Committee of the Provincial People's Council Lo Thi Kim Ngan suggested that the drafting agency should absorb the opinions of the delegates to revise the name of the Resolution: Resolution on adjusting and allocating career funding sources from the central budget to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2024.

The Provincial People's Council's Ethnic Committee requested localities to carefully review the subjects and disbursement conditions to effectively allocate funds, ensure disbursement progress according to regulations, and avoid wasting Program capital.

Regarding the Draft Resolution on giving opinions on the list and capital allocation level of projects to supplement the medium-term public investment plan for the 2021-2025 period and the 2025 public investment plan to invest in developing socio-economic infrastructure in the western region of Nghe An province, the meeting participants affirmed that the issuance of the Resolution is extremely necessary at the present time.

Agree to propose the Provincial People's Council to approve the list and allocation of projects to supplement the medium-term public investment plan for the period 2021 - 2025 to invest in developing socio-economic infrastructure in the western region of Nghe An province, including 19 projects. The delegates suggested that the drafting agency clarify the list and allocate capital for each project. The identification of projects should prioritize areas with concentrated mineral exploitation activities and hydropower production facilities.

At the same time, it is recommended that the drafting agency absorb the opinions of the delegates to adjust and supplement the submission to the upcoming thematic session of the People's Council.
