Reviewing 7 draft resolutions on economy - budget submitted to Nghe An Provincial People's Council
On the afternoon of April 22, the Economic - Budget Committee of the Provincial People's Council held a meeting to review a number of draft resolutions in the economic and budgetary fields, scheduled to be submitted to the 28th session (special session) of the 18th term Nghe An Provincial People's Council, term 2021 - 2026.
Participating in the inspection were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; representatives of relevant provincial departments, branches and sectors.
Comrade Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee of the Provincial People's Council chaired the review meeting.
The Economic - Budget Committee of the Provincial People's Council has examined the draft resolution regulating the level of support for the development of cooperative groups, cooperatives, and cooperative unions according to Decree No. 113 of the Government in Nghe An province.

The issue that the meeting participants were interested in was asking the drafting agency, the Department of Agriculture and Environment, to clarify the scope of regulation, the subjects of application of the resolution, the conditions and principles of support. In particular, clarify the contents and support levels for each content stipulated in the draft; resources to implement support...
Specifically, resources to implement support policies include central budget sources from national target programs and provincial budgets.
Support content includes 7 categories: Support for human resource development; information support; support for building a network providing consulting services; support for replicating effective cooperative and cooperative union models; application of science and technology, innovation and digital transformation; support for market access and research; financial consulting and risk assessment.
Reviewing the draft resolution on allocating career funding from the central budget to implement the National Target Program on New Rural Construction in 2025; the Economic - Budget Committee of the Provincial People's Council agreed with the content submitted by the Provincial People's Committee, with a total capital of VND 82,247 million.
The allocated capital will be used to prioritize the development of socio-economic infrastructure; restructuring the agricultural sector and developing the rural economy; preserving and promoting traditional cultural values associated with tourism development, etc.

The Economic - Budget Committee also reviewed 6 draft resolutions. These include a draft resolution regulating the authority to decide on the liquidation of planted forests under the management of Nghe An province; a draft resolution on the policy of changing the purpose of forest use to other purposes to implement investment projects in Nghe An province.
There is also a draft resolution on approving the list of projects requiring land acquisition in Nghe An province; a draft resolution approving the list of projects requiring land use conversion with areas of rice fields and production forest lands in Nghe An province; a draft resolution amending and supplementing Resolution No. 19/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council approving the price list of land types in Nghe An province from January 1, 2020 to December 31, 2024.
The issue that the Economic - Budget Committee of the Provincial People's Council is interested in clarifying is related to the legality of the draft resolutions submitted by the Provincial People's Committee to the Provincial People's Council for consideration and promulgation this time; the impacts and effectiveness of the resolutions after promulgation and application in practice.
The Economic - Budget Committee of the Provincial People's Council also gave comments and requested the drafting agencies of the draft resolutions to edit the provisions and wording to ensure strictness and correct format of the resolution issuance.
Based on the opinions of the members attending the meeting, at the end of the review, Comrade Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee of the Provincial People's Council requested the drafting agency to accept the draft resolutions for supplementation and adjustment to send to the Economic - Budget Committee of the Provincial People's Council to report to the Standing Committee of the Provincial People's Council before submitting to the meeting.
Regarding some inconsistent contents on authority in the proposal of the Provincial People's Committee to submit to the Provincial People's Council a resolution amending and supplementing Resolution No. 19/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council approving the price list of land types in Nghe An province from January 1, 2020 to December 31, 2024, the Economic - Budget Committee of the Provincial People's Council will report to the Standing Committee of the Provincial People's Council for decision.
