The Standing Committee of Nghe An Provincial People's Council reviewed reports and draft resolutions submitted to the 25th Session.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired and directed the meeting. Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Council Committees and departments and branches.

Quite comprehensively implement socio-economic targets in 2024

At the working session, the Standing Committee of the Provincial People's Council reviewed the report of the Provincial People's Committee on socio-economic development in 2024; tasks in 2025 and the draft Resolution on the socio-economic development plan in 2025.

Despite the difficult context, the province's socio-economic development in 2024 still achieved many positive and comprehensive results, basically completing the set goals and tasks.

The economy continues to recover strongly in a positive trend, with growth in each quarter higher than the previous quarter. GRDP in the first quarter is estimated at 6.38%, in the second quarter at 7.22%, and in the third quarter at 9.38%; Nghe An's GRDP this year is expected to reach about 8.5 - 9% (official data will be updated when the General Statistics Office officially announces it).

State budget revenue is higher than the assigned estimate, estimated at 23,751 billion VND, reaching 149.35% of the estimate assigned by the Provincial People's Council, equal to 110.4% compared to the implementation in 2023.

The business investment environment has been improved, attracting foreign direct investment (FDI) continues to be a highlight. It is expected that in 2024, Nghe An will attract 1.696 billion USD of FDI capital. Disbursement of public investment capital is expected to reach more than 97%.

Cultural and social fields continue to receive attention for development; basic social security policies are guaranteed; people's spiritual and material lives continue to improve; national defense, security, and social order and safety are maintained.

In particular, Nghe An province has been issued Resolution No. 137/2024/QH15 by the National Assembly on piloting a number of specific mechanisms and policies, and the National Assembly Standing Committee issued a Resolution on merging district- and commune-level administrative units in the 2023-2025 period in the province.

Speaking at the review session, Head of the Economic - Budget Committee of the Provincial People's Council Cao Tien Trung highly appreciated the results of implementing the socio-economic targets of 2024, especially the growth rate, budget revenue, and investment capital collection.

However, he also suggested that in 2025, the Provincial People's Committee continue to pay attention to removing and resolving some difficulties such as: businesses ceasing operations, dissolving or tax arrears remaining at high levels...

Head of the Culture - Social Committee of the Provincial People's Council Chu Duc Thai highly appreciated the very drastic management of the Provincial People's Committee; in which the cultural and social fields achieved many clear results, notably the quality of mass education was improved, demonstrated through the results of the high school graduation exam in the 2023 - 2024 school year, ranking 12th nationwide, while at the beginning of the term it ranked 34th. The health sector also had many bright spots.

In the coming time, the leaders of the Provincial People's Council's Culture and Social Affairs Committee proposed that the Provincial People's Committee pay attention to implementing the arrangement of the school system to ensure a reasonable roadmap, both creating consensus among the people and improving comprehensive education; speeding up the approval procedures for purchasing medical equipment; paying attention to building cultural houses after the merger...

Also at the meeting, the Standing Committee of the Provincial People's Council reviewed the reports of the Provincial People's Committee on reviewing the direction and operation in 2024; tasks in 2025; the implementation of the public investment plan in 2024, the public investment plan in 2025; the draft Resolution on the public investment plan in 2025; the results of handling voters' opinions and recommendations at the 21st Session of the 18th Provincial People's Council; the implementation of recommendations after supervision by the People's Council Supervision Delegations, the Standing Committee of the People's Council, and the Provincial People's Council Committees; the implementation of the Conclusion of the Questioning Session at the 21st Session of the 18th Provincial People's Council; the implementation of the Resolutions of the Provincial People's Council from the beginning of the term to present.

On that basis, the Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh requested the Provincial People's Committee to pay attention to completing the contents submitted to the Provincial People's Council to implement Resolution No. 137 of the National Assembly; adding to the tasks and solutions for implementing 2 more national target programs approved by the National Assembly at the 8th Session, which are the National Target Program on Cultural Development for the 2025-2035 period and the National Target Program on Drug Prevention and Control to 2030, in addition to the 3 national target programs currently being implemented.

The Standing Vice Chairman of the Provincial People's Council also requested the Provincial People's Committee to submit reports earlier to serve the two regular meetings of the Provincial People's Council in the year, such as the socio-economic report.

Regarding the report of the Provincial People's Committee on the implementation of the resolutions of the Provincial People's Council since the beginning of the term, the Standing Vice Chairman of the Provincial People's Council proposed to supplement the difficulties and obstacles in the implementation organization with recommendations and proposals; not simply stopping at reporting the current situation on the basis of mechanically combining reports of departments, branches and sectors.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi expressed his concerns when revenue from land use fees still accounts for a large proportion, higher each year than the previous year, in the total budget revenue of the province; the number of OCOP products is large but raises quality issues, not to mention the output is still difficult... thereby proposing solutions in the coming time.

Raising concerns about the traffic situation, especially in Vinh city and towns, the Vice Chairman of the Provincial People's Council suggested increasing the application of technology to monitor and impose fines to raise traffic awareness, especially in Vinh city.

Pointing out the shortcomings and inadequacies in handling voters' petitions, comrade Nguyen Nhu Khoi proposed that the Provincial People's Committee soon amend Decision No. 25/2019 on the regulations for receiving, handling and responding to voters' petitions, in conjunction with applying technology to classify and respond to improve the efficiency, quality and timeliness of responding to voters.

In addition, leaders of the Provincial People's Council Committees also expressed many opinions on many areas regarding the reports of the Provincial People's Committee. Leaders of some related departments and branches and Vice Chairman of the Provincial People's Committee Nguyen Van De explained and clarified.

The resolutions issued by the Provincial People's Council must be effectively implemented.

In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Hoang Nghia Hieu acknowledged the achieved results, basically the socio-economic targets set by the Provincial People's Council for 2024 were all achieved and exceeded.

Through the review, the Chairman of the Provincial People's Council noted that the Provincial People's Committee needs to base on Resolution 61 of the Provincial People's Council on the socio-economic development plan for 2024 to re-compare the indicators; at the same time, review the unified data in the reports; clarify and pay attention to overcoming the shortcomings and limitations pointed out.

Regarding the management work, the Chairman of the Provincial People's Council acknowledged the positive, drastic, focused and key spirit of the Provincial People's Committee; at the same time, requested the authorities at all levels to continue to pay attention to performing well the tasks under their authority, upholding responsibility in implementation, especially speeding up the disbursement of capital sources for national target programs so that people can enjoy the investment policies of the State...

Regarding the implementation of the resolutions of the Provincial People's Council since the beginning of the term, the head of the Nghe An Provincial People's Council emphasized the point of view: the resolutions of the Provincial People's Council have been issued, they must be effectively implemented, not left "suspended". If there are difficulties, problems or the implementation cannot be organized, it must be clearly reported, attached with recommendations and proposals to the Provincial People's Council.

Regarding the settlement of voters' petitions, comrade Hoang Nghia Hieu emphasized that the spiritual responsibility is to "solve, resolve", avoiding the situation of "explaining and then leaving it there".
