Proposal to allocate public vehicles to be included in the National Assembly Resolution

The National Assembly's Finance and Budget Committee proposed to include in the draft Resolution the content of assigning the Government to implement the allocation of public vehicles to a number of positions.

According to the Report of the Department of Public Asset Management, Ministry of Finance, the whole country currently has nearly 40,000 public cars, not including cars in armed forces and state-owned enterprises. The average cost of using a public car is about 320 million VND per year and it is estimated that each year the State has to spend nearly 13,000 billion VND.

If the government car allocation is implemented for positions from Deputy Minister and below, Vietnam can save thousands of billions of VND each year. However, since the policy of government car allocation was introduced in 2006, only a few people in the country have implemented it...

Therefore, the Ministry of Finance submitted to the Prime Minister a Decision regulating standards, norms and regimes for the management and use of public cars, which clearly stipulates how to determine the budget allocation for a number of positions.

On the sidelines of the National Assembly on the morning of November 3, Mr. Phung Quoc Hien - Chairman of the National Assembly's Finance and Budget Committee said that the issue of allocating public vehicles has been discussed for a long time. Currently, the Government has proposed a plan for those who are eligible to be picked up and dropped off by public vehicles to have that portion of the cost included in their salaries.

“That method is also convenient, helping to reduce maintenance costs, fuel costs and possibly reduce the number of contract drivers. Based on the cost that the State has to pay for contracting, contracting public vehicles is much more economical,” Mr. Hien affirmed.

Mr. Phung Quoc Hien said: “Based on the opinions of National Assembly Deputies, the Finance and Budget Committee proposed in the draft Resolution that the Government should be assigned to allocate public vehicles to certain positions. This also demonstrates the spirit of innovation and cost savings.”

Regarding the subjects eligible for the public vehicle allowance, according to the Chairman of the Finance and Budget Committee, this is a matter for the Government to discuss because it only applies to certain positions (it can be calculated to apply to people with a position allowance coefficient of 1.3 or less) and not to all types of public vehicles.

“Public vehicles also include ambulances, garbage trucks, police cars, military vehicles, etc. These cannot be contracted out, but are regular activities of the State to carry out national management as well as service. That can only be saved by managing fuel so that vehicles are used for the right purpose, the right task, and at the highest level of savings,” Mr. Hien added.

According to Phung Quoc Hien, the allocation of public vehicles for some positions is a first step so that when salary reform is carried out in the future, the structure of the salary will be calculated for those who meet the standards and regimes according to the State's regulations. The allocation mechanism can be applied to those who receive transportation benefits with a position allowance coefficient of 1.3 (equivalent to Deputy Minister) or lower.

“If included in the National Assembly Resolution, it will be mandatory and implemented from 2016. If the draft Resolution is unanimously voted by the delegates, it will clearly state that the Government will allocate vehicles to a number of positions, and the specific positions will be determined by the Government,” said the Chairman of the National Assembly’s Finance and Budget Committee./.
