Proposal to pay road usage fees through Inspection Stamps
This method aims to facilitate people and save costs for toll collection agencies.
Director of the Vietnam Register, Tran Ky Hinh, has just signed a document proposing to the Ministry of Transport to abolish the Road Use Fee Stamp and collect this type of fee through the Inspection Stamp to create favorable conditions for people and save costs for the fee collection agency.

According to the Department of Registration, since the implementation of road use fee collection by vehicle, many vehicle owners have not seriously fulfilled their obligation to pay the fee and when the registration period comes, they have to pay additional fees without being fined or having to pay any additional fees, leading to unfairness for vehicle owners who pay the fee on time.
To handle vehicle owners who are late in paying fees, the Department of Registration proposes: Vehicles that are late in paying fees from one month to 12 months will have to pay a fee equal to 105% of the monthly fee multiplied by the number of months late; those that are late in paying fees from 12 to 24 months will have to pay a fee equal to 108% of the monthly fee multiplied by the number of months late; those that are late in paying fees from 24 months to 115% of the monthly fee multiplied by the number of months late. In fact, when vehicle owners pay fees from the 13th month to 24 months, the State will deduct 8% of the prepaid fees and 15% if the prepaid fees are from the 25th month onwards. Therefore, it is reasonable that late payment of fees according to regulations will have to pay a correspondingly high fee.
According to Mr. Tran Ky Hinh, in October 2015, the Department of Registration proposed specifically to merge the two types of stamps above and provided a solution so that people can recognize the deadline for paying the vehicle registration fee.
In order to be able to implement the removal of Road Use Fee Stamps and pay via Inspection Stamps, the Vietnam Register recommends that the Ministry of Transport will issue a document proposing the Ministry of Finance to supplement and amend the regulations on the removal of the application of Road Use Fee Stamps as well as the regulations on the collection of additional fees for vehicle owners who are late in paying fees in Circular No. 133/2014/TT-BTC dated September 11, 2014 of the Ministry of Finance.
Previously, Minister of Transport Dinh La Thang directed the Vietnam Register to coordinate with functional units to combine car inspection stamps and road use fee stamps into one to reduce inconvenience for businesses and people./.
