On October 22, speaking with VietNamNet reporters, a representative of the Traffic Police Department (Ministry of Public Security) said that the unit is consulting on drafting a decree on administrative sanctions, which is expected to increase the fines for some groups of violations related to traffic rules on highways and are direct causes of traffic accidents.
Increased penalties for intentional violations of traffic safety and order
The representative of the Traffic Police Department stated that in recent times, with the attention and direction of the Party and the State, the participation of the entire political system, and the determination of the functional forces, with the core being the Traffic Police, the traffic order and safety situation has changed positively. In particular, traffic accidents have been controlled, and the awareness of traffic participants has gradually improved.

However, looking at the overall situation of traffic safety and order today, there are still many problems such as: Traffic infrastructure development has not met the demand, traffic organization still has many shortcomings; vehicles increase every year by nearly 500 thousand cars, more than 2 million motorbikes; awareness of a part of traffic participants is not high...
The above leads to the situation of traffic violations still occurring commonly, traffic congestion, traffic accidents still at high levels, many particularly serious traffic accidents caused by subjective errors of drivers; accidents related to school age still occur...
"To restore order, curb traffic accidents, raise awareness and build a civilized traffic culture, it requires strict law enforcement, ensuring propaganda and strong sanctions to deal with violations, especially intentional acts that violate traffic safety and order.

According to the representative of the Traffic Police Department, the increase in penalties will focus on behaviors such as: running red lights, going the wrong way, weaving; some groups of behaviors that do not comply with regulations on vehicle ownership; attaching license plates not issued by competent authorities, covering license plates... These are violations that pose a high risk of causing traffic insecurity.
The representative of the Traffic Police Department affirmed that increasing the penalty level for some of the above violations is completely necessary, although not commensurate with other countries, it still ensures humanity in raising awareness of vehicle drivers, building a civilized and equal traffic culture environment and curbing traffic accidents.
Many acts increase fines from 4 to 10 times
A representative of the Traffic Police Department said that the draft decree will increase penalties for car drivers reversing on one-way streets or streets with signs prohibiting going in the wrong direction... If the fine for this behavior was previously from 800,000 to 1 million VND, it will be proposed to increase it to 9 - 11 million VND.
Similarly, drivers who drive into restricted areas or roads will be fined 4-6 million VND, instead of 2-3 million VND as currently regulated. Acts such as stopping, parking, turning around causing traffic jams; turning around in tunnels or overtaking in violation of regulations will be fined 8-12 million VND, instead of 2-3 million VND.
The proposed fine for not complying with traffic controllers' instructions is increased from 4-6 million VND to 8-10 million VND.

Notably, driving a car without a license plate, covering the license plate, or attaching a fake license plate will be fined from 48 to 52 million VND, which is more than 4 times higher than the current fine.
"If the act of weaving or swerving is repeated, the vehicle will be confiscated, and if the motorbike is handed over to an underage person, the fine will be from 8 to 10 million VND instead of the current level of less than 1 million VND," said a representative of the Traffic Police Department, affirming that the heavy fine for this act is to curb traffic accidents, especially those involving school-age children.
