Proposal to change the assessment time of communes, wards and towns to be suitable for children
The Ministry of Labor, War Invalids and Social Affairs is drafting a Prime Minister's Decision stipulating standards, procedures for assessment, approval and recognition of child-friendly communes, wards and towns.

The Ministry of Labor, War Invalids and Social Affairs said that on January 3, 2019, the Prime Minister issued Decision No. 06/QD-TTg promulgating regulations on standards, procedures for assessing and recognizing child-friendly communes, wards and towns (Decision No. 06/QD-TTg). After 5 years of implementing the Decision, positive changes have been made, especially at the grassroots level; social awareness, responsibility and capacity of the community in proactively building a safe and friendly living environment for all children have been enhanced.
However, during the implementation of Decision No. 06/QD-TTg, there are some inappropriate contents that need to be revised. In particular, regarding the time for evaluating child-friendly communes, wards and towns, according to the Ministry of Labor, War Invalids and Social Affairs, the evaluation of child-friendly communes, wards and towns is carried out in November of the second year and November of the fourth year of the 5-year socio-economic development plan.
According to the Ministry of Labor, War Invalids and Social Affairs, the current assessment time makes it difficult for localities to assess and recognize child-friendly communes, wards and towns because the data and reports require the number of communes, wards and towns achieving the title of commune, ward and town every year, but the regulations stipulate the assessment in the second and fourth years of the 5-year socio-economic development plan. Thus, the assessment time is every 2 years and every 3 years. This makes it difficult for localities to include the criteria of child-friendly communes, wards and towns in the annual plan.
Evaluate child-friendly communes, wards and towns once a year
In the draft, the Ministry of Labor, War Invalids and Social Affairs proposed that the assessment of child-friendly communes, wards and towns be conducted once a year in January of the following year. The 1-year assessment period is calculated from January 1 to December 31 of the assessment year.
Statistics of the Criteria are collected during the assessment year.
