The Prime Minister has just issued Decision No. 32/2012/QD-TTg approving the National Telecommunications Development Plan to 2020. The content of the plan aims to build and develop a modern, safe telecommunications infrastructure with large capacity, high speed, and wide coverage to remote areas, borders, islands, etc.

Accordingly, the telecommunications development targets until 2015 are oriented to improve service quality, in which the fixed subscriber line ratio will be 15-20 lines/100 people; by 2020 it will be 20-25 lines/100 people. The ratio of households using fixed telephones and the ratio of Internet users will reach 40-45% of the population; by 2020 it will reach 55-60% of the population. The telecommunications growth rate will reach about 1.5-2 times the GDP growth rate.

In particular, mobile information will cover 90-95% of the country's population, traffic routes, national highways, provincial roads, and key economic, defense, and security points.
In particular, according to the planning in the coming time, the telecommunications market will be restructured on the basis of reorganizing telecommunications enterprises, especially inefficient state-owned enterprises, in the direction of allowing the transfer, purchase, and merger of telecommunications enterprises to form 3-4 strong corporations and groups, operating in the direction of specialization and professionalism on the basis of effective use of telecommunications infrastructure, resources and assets.
