However, we must maintain the necessary calmness and clarity, and have deep strategic vigilance in our thoughts and actions in all areas of economics, politics, national defense, and security.
"Do not fall into the trap of hegemony so that they can easily gnaw at the islands and move towards monopolizing the East Sea. Do not let bad elements take advantage of the situation, incite disturbances that complicate political security, do not let criminals take advantage of economic difficulties to fish in troubled waters. With that in mind, I propose that in the upcoming resolution of the National Assembly on socio-economics, there should be content on strengthening measures to maintain sovereignty, maintain political security, social order and safety and economic development," Mr. Duong said.
Patriotic businesses should invest in fishermen
One issue that the delegates proposed before the meeting was broadcast live to the whole country, which was to allocate 16,000 billion VND, or even more, for the coast guard and fisheries surveillance forces that constantly fight with China in the East Sea.

"I think the Government needs to ask localities to conduct a comprehensive review of projects that are not really urgent or necessary, projects that are considered to have future civilian needs, to focus resources and potential on national defense and security, and to strengthen the army and the people's police."
He also questioned the responsibility of local ministries and sectors in developing supporting and processing industries for the economy - an important factor in gradually reducing dependence on China - which has been "indebted" for a long time. "The National Assembly deputies shed many tears, but perhaps it needs to be expressed in a resolution with specific quantitative targets."
Expanding the import-export market to gradually reduce dependence on China, having policies to attract resources to exploit marine and island resources, supporting fishermen to build large-capacity iron-hulled ships, both protecting fishing grounds and catching seafood.
He proposed the idea that localities should also call on unemployed people and workers to learn fishing skills, so that they can go to sea together, just like before when they called on people to build new economies in mountainous areas.
For banks, increase investment in lending at lower interest rates, higher loan limits, and longer loan terms. This lending must be done directly to each ship owner, and intermediaries are prohibited.
"Enterprises should show their patriotism by investing in business and long-term cooperation with fishermen such as providing logistics, consuming products right at sea, and building joint-stock ships to share profits. Local authorities will provide incentives in terms of capital, land, and consumption markets for businesses, but will strictly punish profiteering by organizations and individuals," he said.
The delegate also recommended that the Government should have a specialized resolution on tightening financial discipline and budget revenue and expenditure discipline, both at the central and local levels. Resolutely recover improper expenditures, organize reviews and prosecute those who commit violations, and be more decisive than before. Implement austerity policies, strictly prohibit the purchase of public vehicles, minimize conferences, meetings, and festivals, and reduce delegations going abroad.
