(Baonghean.vn) - Examining the draft resolution approving the total number of employees and contract workers in public service units and association organizations in 2023, the Legal Committee and the Provincial People's Council requested the Department of Home Affairs to clarify the plan to reduce 5,587 positions by 2025 as requested by the Ministry of Home Affairs.

The meeting was chaired by Mr. Pham Thanh Chung - Standing Member of the Provincial People's Council, Head of the Legal Committee of the Provincial People's Council. Attending the review were Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Mr. Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of the leaders of the Provincial People's Council, the Office of the Provincial People's Committee and a number of relevant provincial departments, branches and sectors.

At the meeting, the Legal Committee of the Provincial People's Council reviewed the draft resolution approving the total number of employees and contract workers in public service units and association organizations in 2023 according to Decree No. 68 of the Government.
The draft resolution approving the total number of employees receiving salaries from the 2023 budget in the province is 54,108 people. Of which, the number of employees working in public service units that do not ensure regular expenditures under the provincial People's Committee; provincial departments, branches, and sectors and district People's Committees is 53,948 people.

The number of people working at public service units under the Provincial Youth Union and Farmers' Association is 65 people; at association organizations is 95 people.
The number of contract workers according to Decree No. 68 of the Government in state administrative agencies and public service units is 201 people.
Compared with the total payroll assigned by the Ministry of Home Affairs in 2022, the total number of employees in 2023 in public service units that do not yet ensure regular expenditures under the provincial People's Committee; provincial departments, branches and sectors and district People's Committees decreased by 916 people.

Reviewing the draft resolution approving the total number of employees and contract workers in public service units and association organizations in 2023 according to Decree No. 68 of the Government; the issue that members attending the meeting were interested in, proposed the Department of Home Affairs clarify that the number of employees in 2023 compared to 2022 was only reduced by 916 people, while the requirement set by the Ministry of Home Affairs for Nghe An province was that the number of employees must be reduced by 5,587 people by 2025 compared to the total assigned staff in 2022.
Some opinions also suggested that the Department of Home Affairs review the number of employees in the Health and Education - Training sectors, which are two sectors with a large number of employees; at the same time, there needs to be close coordination between the Home Affairs sector, Education - Training and Health sector in clearly identifying employees, minimizing local surpluses and shortages; especially ensuring the target of reducing the number of employees in public service units that the Ministry of Home Affairs requires for Nghe An.

Merging and renaming hamlets in 4 districts
Also this afternoon, the Legal Committee of the Provincial People's Council reviewed the draft resolution on merging, naming, and renaming hamlets in communes in Nghia Dan, Tan Ky, Yen Thanh, and Dien Chau districts.
Specifically, Nghia Dan district merged 7 hamlets into 3 hamlets; Tan Ky district merged 4 hamlets into 2 hamlets; Yen Thanh district merged 2 hamlets into 1 hamlet. Regarding hamlet name changes, Dien Chau district has 8 hamlets; Tan Ky district has 2 hamlets; Yen Thanh district has 7 hamlets.

Reviewing the report on the results of ensuring traffic order and safety in the province in the first 6 months of the year, tasks and solutions for the last 6 months of 2022, meeting participants proposed that the Provincial People's Committee and the Provincial Traffic Safety Committee should strengthen solutions to change the awareness and behavior of traffic participants.
In particular, more drastic measures should be taken to control alcohol levels - a major cause of traffic accidents; strengthening the control and handling of traffic safety violations using camera systems; increasing the handling of oversized and overloaded vehicles; persistently restoring order in traffic safety corridors...

The Legal Department of the Provincial People's Council also reviewed reports of the Provincial People's Committee on administrative reform; results of corruption prevention and control; results of receiving citizens, handling complaints and denunciations of citizens in the first 6 months of the year, and tasks for the last 6 months of 2022.
