Con Diep archaeological site was violated

The Quynh Van archaeological site (Quynh Luu) is located on Con Diep Islet, recognized as a typical site of the New Stone Age. With the precious values ​​that the Con Diep archaeological site still preserves, in 1997, the People's Committee of Nghe An province assigned the Department of Culture, Sports and Tourism and Quynh Luu district to be responsible for protecting this site. However, due to the trading needs of the people, the People's Committee of Quynh Van commune built a solid market with hundreds of kiosks right on the site. The construction of the market has severely damaged the relic, because during the construction process, people dug up and leveled Con Diep Islet, a large amount of shells and scallops were dug up.

Faced with that situation, in 2010, the Prime Minister approved Quynh Van commune to build Van market at a new location in village 9, with a total investment of 25 billion VND, an area of ​​1 hectare, a type 2 rural market (2 floors). By 2011, the commune planned and built the market. In February 2014, the new Van market was completed and put into use. All trading activities of small traders were transferred to the new market, returning the site and the current status of the archaeological site.

To preserve and maintain the archaeological site of Con Diep, as soon as the new market was moved, the Commune People's Committee started building a wall to protect and restore the site and prevent people from stealing shells and scallops. The project, invested by the Provincial People's Committee, includes the wall, main gate, and monument stele, worth about 1 billion VND.

However, the construction of the protective wall of the archaeological site is still unfinished, there is no main gate, and the commune has not assigned anyone to look after it, so the facade of the archaeological site has become a garbage collection area. Some households living nearby have even taken advantage of growing trees, vegetables and encroaching on the corridor to store goods on the Con Diep archaeological site, causing damage to the landscape of the relic.

In order to promote the value of this archaeological site, authorities at all levels need to take action to strictly handle violations and restore order to the landscape of the site. In particular, there needs to be a worthy investment plan to protect and restore the site effectively and long-term.

Early dismantling of tower crane

Currently, in Vinh City, there are 2 unfinished construction projects that have been abandoned for a long time, but the tower cranes have not been dismantled, causing people to worry about accidents.

Specifically, the project of the Trade Center and High-rise Apartment Building (investor: BMC Construction Materials and Commercial Construction Company) in Block 18, Hung Binh Ward started construction in 2006, expected to be completed and put into use in 2010, but due to lack of capital, construction has been stopped for many years, however, the crane serving the construction has not been dismantled. Similarly, the construction project of the trade center and high-end housing project invested by Thanh Nghe Tinh Food Joint Stock Company, located on Nguyen Du Street, Ben Thuy Ward, has been "covered" for a long time, and there is also a tower crane over 100m high and about 70m long. The counterweight is made of 5 concrete slabs to create lifting force for the crane to rotate horizontally to the Ben Thuy market area, making people feel insecure.

It is thought that, along with tightening the inspection and supervision of construction according to correct techniques and load capacity, especially tower cranes operating in urban areas and densely populated areas, for projects currently suspended, the City People's Committee and the Department of Construction need to promptly request the units to dismantle them, not to cause danger or worry to the people.

Inter-district road in Hung Trung commune is seriously degraded.

Nguyen Van Troi Street, the section passing through Hung Trung Commune (Hung Nguyen) was upgraded and put into use at the end of 2011, but has now been severely damaged, with many potholes causing difficulties and dangers for people and vehicles.

Nguyen Van Troi Street is one of the main traffic routes of Hung Nguyen district, especially the section through Hung Trung commune, which is also the gateway to Nghi Loc district. It is worth mentioning that this road has deteriorated too quickly, the road surface is peeling, the rocks are jagged, and there is a high risk of accidents. Mr. Pham Quynh Phuong - a local resident said, "This road section has just been upgraded and repaired nearly 3 years ago, but a few months later, the road has gradually sunk and deteriorated more and more, just a little rain, the road becomes puddled. It is very difficult for us to travel. This road section also passes through 3 schools, after school, it is very difficult for children to travel."

Ms. Pham Thi Kim Ngan, who lives on Nguyen Van Troi Street, said: “This road has many trucks, even container trucks, mainly trucks carrying cajuput, wood, and cement. These trucks often run around the middle of the night. The road is getting more and more damaged, and for households living next to the road like us, it is dusty on sunny days and water splashes into our houses on rainy days.”

Mr. Nguyen Huu Kieu, Chairman of Hung Trung Commune People's Committee, said: "This road is not invested or managed by the commune, so it does not have the authority to prevent heavy-duty vehicles from circulating. Previously, Hung Nguyen District Police intervened, but drivers still "weaved" their way. Faced with the serious deterioration of the road, the commune has made some repairs. However, due to budget constraints, it has not improved much. The commune government has also made recommendations to all levels and authorities to repair it, helping people reduce difficulties in traveling."
