The issue of cultural development in Uncle Ho's Testament
According to Associate Professor Dr. Ho Trong Hoai - Ho Chi Minh National Academy of Politics: “Those noble qualities crystallized in Ho Chi Minh, influencing his perception, feelings and activities. He became a political culturalist. He was a political culturalist because his baggage before becoming a great political leader of the nation was cultural baggage. Those cultural values, gathered around the issues of people, homeland, country and most broadly, humanity, formed a philosophy of life, a world view for people, urging him to act for people”.
Uncle Ho clearly pointed out the role of culture as "must light the way for the nation", "must practically serve the people, contribute to improving the joyful and healthy life of the masses", "must have educational significance" and "must be closely linked to labor production", that is, closely linked to the economic development process.
Dr. Van Thi Thanh Mai - Deputy Editor-in-Chief of Propaganda magazine affirmed that President Ho Chi Minh's Testament reflects his cultural intelligence. In his Testament, President Ho Chi Minh considered culture an important element constituting social life, the development of culture lies in a dialectical relationship with economic and political factors. He once conceived of culture that: "For the sake of survival as well as the purpose of life, mankind created and invented languages, writing, ethics, laws, science, religion, literature and art, tools for daily life in clothing, food, housing and methods of use. All of those creations and inventions are culture".
That is why, while he was still alive, he issued a call for emulation to the entire people not only to fight against famine and foreign invaders, but also against ignorance. In his Will, he emphasized: "The Party must have a good plan to develop the economy and culture, in order to constantly improve the people's lives". He also sent a reminder and advice through his Will: "We must turn an ignorant and miserable country into a country of high culture and a happy and joyful life".
Party culture through Uncle Ho's advice
Regarding the issue of cultural development, President Ho also expressed his concern about building and consolidating a clean and strong Party, and emphasized that to do so, there must be Party culture. In particular, he recognized that solidarity is the value, strength and the first nucleus to create Party culture. In addition, he advised that there must be intelligence and conscience so that the Party can become the image of the dignity and morality of the Vietnamese people.

When studying this in depth in his Testament, Dr. Van Thi Thanh Mai pointed out that the essential thing that he wanted to mention in the issue of building Party culture was humanism and the will to strive of each Party member. He instructed in his Testament that, to implement this, "in the Party, we must practice democracy widely, regularly and seriously self-criticize and criticize", each cadre and Party member must "truly imbue revolutionary ethics, truly be thrifty, honest, impartial and selfless".
Uncle Ho was very interested in the development of human beings as the creative subject of all cultural values. Therefore, he devoted the longest content to writing about “work for people” in his Testament. He pointed out many things that needed to be done, considering it a just and humane revolution, originating from the legitimate interests of the people and a journey to the most authentic cultural values.
Cultural development reality after 45 years
Forty-five years after the passing of President Ho Chi Minh, our Party has followed his instructions and advice on culture, especially after 15 years of implementing the Resolution of the 8th Central Committee on building and developing an advanced Vietnamese culture imbued with national identity. Culture has been given attention, all investment resources have been promoted and there has been a connection with the tasks of economic development and Party building. The role of culture also has an impact on economic, social, national security and defense life and is a necessary factor in building the new socialist Vietnamese people.
However, according to Dr. Van Thi Thanh Mai, in addition to the achievements, there are also many difficulties and challenges: “Economic development is not sustainable, the quality, efficiency and competitiveness of the economy are low... Limitations and weaknesses in the fields of education, training, science, technology, culture, society and environmental protection are slow to be overcome; bureaucracy, corruption, waste, crime, social evils, moral degradation and lifestyle... have not been prevented or pushed back... The work of Party building, building a socialist rule-of-law state, innovation and improving the quality of activities of the Fatherland Front and people's organizations has changed slowly. There are still hidden factors causing political and social instability”.
According to Ho Chi Minh's Testament, it is also necessary to focus on resolving the relationships between the fields of social development and culture to achieve better results according to his instructions: "Building an advanced Vietnamese culture, imbued with national identity, comprehensive development, unity in diversity, deeply imbued with the spirit of humanity, democracy, and progress; making culture closely linked and deeply permeating the entire social life, becoming a solid spiritual foundation, an important endogenous strength of development".
