During the 2010-2020 term, the Party Committee and leaders of Nghe An Tax Department have actively directed branches and departments to promote administrative reforms to meet the requirements of innovation and improve the efficiency of budget collection. Up to now, Nghe An Tax Department has applied information technology at levels 3 and 4 in receiving and handling administrative procedures (TTHC), managing and operating online.
The above application has helped tax officials and employees and taxpayers clearly see the convenience, convenience, and maximum cost reduction for people and businesses when transacting. Currently, in the whole province, there are more than 7,462 businesses declaring taxes online, reaching 100% of the number of operating businesses. According to this form, businesses do not need to go to the tax office to submit declarations and pay taxes electronically. More than 2,457 businesses have successfully registered for electronic tax payment services (reaching 614.25% of the target assigned by the General Department of Taxation); 449 businesses have paid taxes electronically, reaching 112.25% of the target assigned by the General Department; the total amount paid to the State budget: 164.6 billion VND. With this result, Nghe An is the leading unit in the country in terms of the rate of taxpayers successfully registering and paying taxes electronically.
Tan Ky is a mountainous district, but by March 2015, there were more than 90 enterprises paying taxes electronically. The company's accountants received a document from the Tan Ky Tax Department requesting them to declare taxes online, register and pay taxes electronically, without having to pay in cash. With the support of the Tan Ky Branch of the Bank for Agriculture and Rural Development, the companies have successfully implemented the convenient electronic tax payment service, which can be paid 24/7 at home or anywhere. At the Vinh Tax Department, the electronic tax payment service has also been strongly directed to be implemented along with innovation in working methods, inspection and supervision of tax administrative procedures, and reduction of cumbersome procedures that cause trouble for taxpayers. The leaders of the Vinh Tax Department have made good use of the Department's website, connecting information within the Tax sector, banks, with the City Party Committee, Vinh City People's Committee... thus reducing a large amount of work, promptly meeting the requirements of the task. The Department also strengthens dialogue with local businesses and trains new policies for both employees and businesses.

To apply electronic tax utilities, Nghe An Tax Department closely coordinates with the system of Joint Stock Commercial Bank for Foreign Trade of Vietnam, Bank for Agriculture and Rural Development, Viettinbank... to create favorable conditions for businesses. Comrade Phan Tuan Nghia - Head of the Tax Department's Information Technology Department said: The emulation movement of labor and innovation has strongly encouraged staff in the whole industry to study and apply science and technology. Up to now, 100% of civil servants use the industry's email to exchange information and carry out tasks every day. The Department has successfully implemented and maintained the State Budget Collection Modernization Project, which has been evaluated by the General Department of Taxation as the most successful implementation unit. Another bright spot in the industry's administrative reform is the regular and continuous exchange of information with businesses via the email system. Up to now, about 80% of businesses in the area regularly exchange information with tax authorities. Thereby, new tax policies are delivered to taxpayers in a timely manner. At the same time, difficulties and problems of taxpayers are also resolved and supported fully and promptly by the tax authorities.
Under the strong direction of the leadership, the collective of civil servants of the Tax Department has shortened the time to process many administrative procedures, creating maximum convenience for people and organizations when coming to transact. For the procedure "Replying to tax policies in writing", according to the regulation of 10 days of processing, the Department has committed and proposed to reduce the processing time to 7 days, achieving 96% of the records returning results on time. For the procedure "Confirming tax obligations", it is committed and proposed to reduce the processing time from 5 working days to 2 days or to perform immediately; the result is 98% of the records returning results on time. For the procedure "Personal income tax refund", it is committed and proposed to reduce the processing time from 6 working days to 4 days, achieving 100% of the records returning results on time. Up to now, Nghe An Tax Department Office and 21 affiliated branches have deployed the application of "Quality management system according to international standard ISO 9001:2008", at the same time effectively propagandizing and supporting taxpayers, innovating both thinking, methods and attitudes.
The Tax Department regularly dialogues with taxpayers, receives and promptly resolves problems arising for businesses. Through training sessions with the participation of thousands of businesses, the industry promotes propaganda and dissemination of tax policies in a transparent and clear manner. The work of receiving and handling tax records and other tax procedures is carried out at the one-stop department, creating convenience for businesses and taxpayers. In 2014 alone, the industry organized 99 training courses on some revised and supplemented contents of new tax policies for businesses in the management area with 18,301 participants. 60 dialogue conferences were organized with more than 11,465 participants, 832 problems raised by businesses were directly answered at the conference, all new policy documents were transmitted to the email boxes of businesses.
