Len Hai Vai National Historical Site is being encroached upon

(Baonghean) -Len Hai Vai in Dien Chau district has an area of ​​over 11 hectares, located on the border of 3 communes: Dien Binh, Dien Minh, Dien Thang. However, people are still openly breaking rocks and digging soil at the foot of Len to pour roads and build houses, and the local authorities have not yet taken timely measures to intervene.


People here still freely exploit at the foot of Len Hai Vai.

When we arrived at Hai Vai cliff, it was 9 or 10 am, but there were already over ten people digging and chiseling rocks right at the foot of the cliff. Their tools were shovels, crowbars, hammers, chisels... nearby were 2-3 tractors loading dirt.

As for the stone, they chisel it right on the spot and break it into small pieces, stacking them in piles. The people who are mining here said they are from Dien Binh commune, mining the stone to make foundations and floors, and using soil to build up the garden.

When asked if this was a nationally ranked historical site, everyone knew. One person (who seemed to be the owner of the excavation and stone carving) explained to us that they only took a small amount of earth and stone to build the house foundation. The dangerous thing was that the earth and stone they exploited was right at the foot of a steep slope, and had been peeled off layer by layer, so that in some places the cliff had become vertical. When a tractor was loaded with earth and stone, it leisurely entered the village road.

Mr. Le Dinh Chat (Chairman of Dien Binh Commune People's Committee - the commune that manages nearly 60% of Hai Vai lagoon area) said about the difficulties of the local government. Because Hai Vai lagoon is located on the border of 3 communes: Dien Binh, Dien Minh, Dien Thang, the management of the lagoon depends on the coordination of all 3 communes. However, in terms of support policies for the protection force, due to its low level, the awareness of this force is not always high.

Previously, the three permanent members of Dien Binh commune were only given 30,000 VND/month for protection, but since 2007 it has been increased to 70,000 VND/month. That amount of money is not enough for gas, let alone to motivate and encourage them to do their job well.

On the other hand, if the commune's standing committee acts strongly, the miners will move to the neighboring communes, and the three communes cannot always coordinate with each other. When the security force catches them, they can only impose administrative fines but cannot confiscate their vehicles. People just pay the fines and continue to violate. Therefore, when the security force leaves, the story of "clearing, chasing, avoiding, returning" between the people and the security force here is like "throwing stones at a duckweed pond".


These agricultural vehicles still freely travel every day to get soil and rocks at the foot of Len.

Previously, people often mined at dusk or early morning, but now they openly mine in broad daylight. The commune government only thought that people were taking soil and rocks for their own use. Before being recognized as a national historical site, Hai Vai was a place where people from all three communes came to get soil and rocks to build roads, houses, and people even had the job of chiseling mortars, chiseling rice mill shafts, and chiseling tombstones.

The people and the local authorities here thought that when it was recognized as a national historical relic, it would be invested in and restored to become a relic site or a destination for visitors from near and far, but nearly 15 years have passed and the state investment has been very little, the private sector has not been allowed to participate in planting trees, protecting and exploiting; and the authorities of the three local communes have only deployed troops to protect it in batches, so the division of management is unscientific, dragging on year after year, only causing the Len Hai Vai relic to increasingly deteriorate.

Hopefully, the authorities of Dien Chau district will soon find a solution to preserve the beauty of Hai Vai cliff, a beauty that has entered the spiritual life of Dien Chau people in the past and present.
