(Baonghean) -Len Hai Vai in Dien Chau district has an area of ​​over 11 hectares, located on the border of 3 communes: Dien Binh, Dien Minh, Dien Thang. However, people are still openly breaking rocks and digging soil at the foot of Len to build roads and houses, and the local authorities have not yet taken timely measures to intervene.


People here still freely exploit at the foot of Len Hai Vai.

When we arrived at Hai Vai cliff, it was 9 or 10 a.m., but there were already over ten people digging and chiseling rocks right at the foot of the cliff. Their tools were shovels, crowbars, hammers, chisels, etc. Nearby were 2-3 tractors shoveling dirt.

As for the stone, they chiseled it right on the spot and broke it into small pieces, then piled it up. The people who were mining here said they were from Dien Binh commune, mining the stone to make foundations and floors for houses, and using soil to build up the garden.

When asked if this was a national historical site, everyone knew. One person (who seemed to be the owner of the excavation and stone carving business) kept explaining to us that they only took a small amount of earth and stone to build the house foundation. The dangerous thing was that the earth and stone they exploited was right at the foot of a steep slope, and had been peeled off layer by layer, so that in some places the cliff had become vertical. When a tractor was loaded with earth and stone, it leisurely entered the village road.

Mr. Le Dinh Chat (Chairman of Dien Binh Commune People's Committee - the commune that manages nearly 60% of Hai Vai Reef area) said about the difficulties of the local government. Because Hai Vai Reef is located on the border of 3 communes: Dien Binh, Dien Minh, Dien Thang, the management of the Reef depends on the coordination of all 3 communes. However, in terms of support policies for the protection force, due to its low level, the awareness of this force is not always high.

Previously, the three permanent members of Dien Binh commune were only given 30 thousand/month for protection, but since 2007 it has been increased to 70 thousand/month. That amount of money is not enough for gas, let alone to motivate and encourage them to do their job well.

On the other hand, when the commune's permanent staff is strong, the miners move to the neighboring commune, and the three communes cannot always coordinate with each other. When the security force catches them, they can only impose administrative fines but cannot confiscate their vehicles. People just pay the fine and continue to violate. Therefore, when the security force leaves, the story of "clearing, chasing, avoiding, returning" between the people and the security force here is like "throwing stones at a duckweed pond".


These agricultural vehicles still freely travel every day to collect soil and rocks at the foot of Len.

In the past, people often mined at dusk or early morning, but now they openly do so in broad daylight. The commune government only thought that people were taking soil and rocks for their own use. Before being recognized as a national historical site, Hai Vai was a place where people from all three communes came to get soil and rocks to build roads and houses. People even had jobs like chiseling mortars, chiseling rice mill shafts, and chiseling tombstones.

The people and the local government here thought that when it was recognized as a national historical relic, it would be invested in and renovated into a relic site or a stopover for visitors from near and far, but nearly 15 years have passed and the state investment has been very little, the private sector has not been allowed to participate in planting trees, protecting and exploiting; and the authorities of the three local communes have only deployed troops to protect it in batches, so the unscientific management assignment has dragged on year after year, only causing the Len Hai Vai relic site to deteriorate further.

Hopefully, the authorities of Dien Chau district will soon find a solution to preserve the beauty of Hai Vai cliff, a beauty that has entered the spiritual life of Dien Chau people in the past and present.
