Seven years ago, following the call of Nghe An province at the meeting with investors at the beginning of the year, a group of Nghe An businessmen who were doing business and living in Ho Chi Minh City returned to their hometown to explore investment opportunities. With initial successes in building a system of cassava starch processing factories in Dong Nai and Ho Chi Minh City, Nghe An investors decided to set up a project to build a cassava starch processing factory. The chosen location was Hoa Son commune, Anh Son district, a particularly difficult mountainous area of the province. This is a correct direction, because in the mountainous districts of Nghe An, cassava has become one of the main crops, playing an important role in implementing the transformation of crop structure in many localities, serving the needs of food, livestock and providing raw materials for processing facilities in and outside the province.

After the feasibility study, project establishment, organization of scientific seminars, listening to the opinions of experts, press agencies as well as people, in July 2014, the Cassava Starch Processing Factory Project invested by Hoa Son Agricultural Products Processing Company Limited was approved by the Provincial People's Committee. The total area of the factory construction area is about 22.36 hectares, in Khe Can area, village 12, Hoa Son commune, Anh Son district. The project is planned to develop a cassava raw material area with a scale of 3,550 hectares in 42 communes, in 4 districts: Anh Son, Con Cuong, Tuong Duong and Ky Son. In phase 1, Hoa Son Cassava Starch Processing Factory has a capacity of 150 tons of cassava starch products/day, equivalent to about 570 tons of fresh cassava/day. In phase 2, the factory's capacity is expected to be increased to 300 tons of products/day. The total investment of the project is about 700 - 800 billion VND, of which the construction of the processing factory is about 200 - 250 billion VND.

Hoa Son cassava starch processing factory uses the most modern technology today, machinery and equipment are imported from Europe with the goal of producing high quality products, meeting export standards. In addition to the system of machinery, closed production lines, completely isolated from the outside environment, preventing impurities and bacteria from entering, the wastewater treatment system is given special attention by the factory. Aware of the importance of environmental protection, the factory has invested in building a wastewater treatment system with a capacity of 2,400 m3/day and night, recovering biogas from production water and domestic water. This is a complete system including settling tanks, neutralization tanks, anaerobic biogas tanks, aerobic treatment tanks, biological lakes, biological filters... In which, the biogas system will be built with construction items such as Aerotank, settling tanks, biogas tanks with a total volume of about 91,000 m3, the biogas tank alone has a volume of 40,000 m3. With a closed environmental treatment process, the factory's production wastewater will ensure standards before being discharged. Of which, about 30% of the production wastewater will be reused for the factory, 70% for agricultural production, serving crop irrigation. The entire centralized production wastewater treatment system accounts for 1/3 of the factory construction value.

With a modern technological line and an advanced wastewater treatment system, Hoa Son Cassava Starch Processing Factory is expected to be one of the large-scale projects that bring high efficiency in all aspects. It is expected that after coming into operation, the factory will create direct and indirect jobs for about 3,500 - 4,000 workers, contributing to the state budget from 25 - 30 billion VND/year. In particular, people in mountainous areas, especially where the factory is located and the raw material planning area of the factory, will benefit the most from the project because at the same time as the construction process, the factory will launch a program to support science and technology for cassava growers; research and introduce new cassava varieties with high yield, suitable for the climate and soil conditions of Nghe An, and at the same time implement a plan to sign a commitment to consume products for the people.
Mr. Nguyen Viet Hung, General Director of Hoa Son Agricultural Processing Company, affirmed that the establishment of the cassava starch factory project in the particularly difficult area of the Western Nghe An region will gradually change the economic structure and crops of the people, improve income and raise the living standards of local people, gradually turning Hoa Son mountainous commune into a bustling area with various types of services accompanying the factory. "Hoa Son cassava starch processing factory is the result of the efforts to call for investment by the leaders of Nghe An province, and also the heart of the children of Nghe An far from their homeland with the desire to bring science, technology to rural and mountainous areas, especially the particularly difficult Western region. When put into operation, the factory will certainly create a highlight in the economic picture of the Western Nghe An region" - Mr. Nguyen Viet Hung affirmed.
