Need to organize dialogue to resolve the cases
At the meeting, members of the survey team requested Dien Chau district to clarify: The work of receiving people is carried out according to the Law on Receiving People, what has been done and what has not been done, and problems; awareness of the Law on Complaints and Denunciations of local officials and civil servants; specific results of receiving and handling complaints and denunciations transferred by superiors; clarifying the quality of handling complaints and denunciations, backlogs and complicated complaints that cannot be resolved and need to be reported to superiors for consideration and resolution; coordination between sectors, leaders, and settlement procedures have been ensured in accordance with regulations, etc.
Speaking at the meeting, Deputy Chief of Office of the Provincial People's Council Nguyen Thi Anh Hoa suggested that, for the complicated and prolonged case related to the Project to upgrade and expand National Highway 1A, the Provincial People's Committee has issued Instruction No. 956 dated March 29, 2019. Therefore, the district needs to actively and proactively resolve the case according to the province's instructions.

“The district needs to pay attention to the work of classifying and handling petitions according to authority and implementing the correct procedures, focusing on the focal points to grasp the cases. At the same time, Dien Chau needs to study and organize dialogues to thoroughly resolve some complicated and prolonged cases, and to resolve each case thoroughly,” Mr. Ho Xuan Bay suggested.
Improve the quality of handling petitions
Clarifying the issues the survey team was concerned about, Chairman of Dien Chau District People's Committee Tang Van Luyen said that in the area there were a number of complicated and prolonged complaints and denunciations, mass petitions that went beyond the level of authority, such as the case related to compensation and site clearance for the project to upgrade and expand National Highway 1A for households using land after December 21, 1982.
In addition, there are also complicated and long-standing land-related cases left over from history. Some of these cases were resolved by the district with different views from the province.

The head of Dien Chau district government affirmed: Local leaders pay special attention to handling petitions, bringing the content of receiving people, handling petitions and complaints to discuss and direct in meetings of Party committees and authorities. The district organizes meetings with communes with outstanding cases to have solutions.
"The district accepts the shortcomings pointed out by the survey team to continue to direct and improve the quality of citizen reception and complaint and denunciation settlement work" - Chairman of Dien Chau District People's Committee emphasized.
Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged and assessed that Dien Chau district had focused on, paid attention to, and proactively resolved the work of receiving people, resolving complaints and denunciations of citizens.
The Vice Chairman of the Provincial People's Council noted that the district needs to overcome the shortcomings and limitations pointed out by the survey team, including focusing on proactive dialogue to resolve complaints and denunciations and ensuring security and order.
Dien Chau also needs to improve the quality of consulting decisions on handling petitions, complaints and denunciations; limit second and third complaints, outstanding, complicated and prolonged cases.
At the same time, localities need to attach importance to coordination with functional agencies in receiving people and handling complaints and denunciations.

According to the Vice Chairman of the Provincial People's Council, one of the issues that Dien Chau district needs to pay special attention to is to continue training, fostering, and improving the capacity and professional responsibility of the staff working in receiving people, handling petitions, complaints, and denunciations, especially at the commune level to solve problems arising right from the grassroots level...
Besides, the district needs to build a focal point to receive and synthesize to classify petitions in a scientific, accurate and strict manner.
In 2018, Dien Chau district received 174 petitions (12 complaints, 12 denunciations, 150 complaints and reflections). The total number of cases to be resolved was 98 (10 complaints, 6 denunciations, 82 recommendations and reflections).
The Chairman of the District People's Committee has issued decisions to accept and resolve 10 complaints and 6 denunciations and issued written responses to 82 petitions and reflections, including 2 mass incidents. The number of complaints, denunciations and petitions resolved and responded to is 96.
The number of complaints, denunciations, and petitions being verified and resolved are 2 pending cases related to compensation for land acquisition and clearance for the project to upgrade and expand National Highway 1A.
In the first quarter of 2019, the district received 32 petitions (2 complaints, 4 denunciations, 26 recommendations), an increase of 14.3% over the same period in 2018. The total number of contents to be resolved was 11 (2 complaints, 2 denunciations, 7 recommendations). The Chairman of the District People's Committee issued a decision to accept and resolve 2 complaints, 2 denunciations and issued documents in response to 6 recommendations and reflections.
