The fish fillet processing course implemented by the Dien Chau District Vocational Training Center for 60 students in Dien Ngoc Commune has entered its third month. Student Thai Thi Hoa, although having more than 2 years of experience in fish processing, still finds learning the trade practical, because according to her: "Before, I just did it out of habit, not knowing how to hold the knife to slice fish correctly and quickly... Now, having learned and been given specific instructions, I have grasped the techniques and skills, so my work efficiency is higher".

Watching the instructor instruct the students, Ms. Hoang Thi Dung, owner of Dong Loc seafood processing facility, was very excited, because most of the students in the class were her workers. The fact that the workers both learned and practiced right at the processing workshop helped her maintain production progress. And the most obvious effect is that since being trained, the processing capacity at her family's facility has increased from 3 tons to 5 tons/day, which also helps her family save on raw materials and not waste fish like before. The workers also benefited because of increased productivity and higher wages.

Fish fillet processing is a high-income profession and has been a newly developed profession in Dien Chau in recent years. In Dien Ngoc alone, according to Mr. Nguyen Van Hung - Chairman of the Farmers' Association, fish fillet processing creates jobs for more than 500 workers a day, with an average income of 150,000 VND/person/day. Fish is mainly processed from anchovies, a type of seafood with high catch yield, low price, and year-round consumption market, so there is no need to worry about running out of work. However, because they have not been properly trained in the past, workers mainly work by "passing on work", productivity is not high and raw materials are wasted. That is also the reason why when investigating the need for vocational training, many people in the commune registered to learn how to process fish fillets.

Choosing a profession to train effectively and to be able to meet both the aspirations of the people and the needs of the labor market is a concern of the leaders of Dien Chau district in vocational training. When Project 1956 was implemented, the district established a steering committee with the participation of departments, branches and local authorities. At the same time, invite teachers who have practical experience such as agricultural extension station staff, aquaculture engineers to exchange. For professions and occupations requiring modern techniques and practical equipment, invite teachers from prestigious vocational schools in the province to directly teach.

The most obvious effect is that students are passionate and interested in the lessons, there is almost no case of students dropping out of school halfway, the quality of the classes is consistent. Mr. Nguyen Nha Son - Director of Dien Chau District Vocational Training Center, said: If a few years ago, the center could only open 10-12 vocational classes each year, this year it has increased to 45 classes. To meet the wishes of the people, in 2014, the Vocational Training Center requested to increase the quota by 3 classes. Among the industries and occupations, the most effective are sewing and electricity. In addition, agricultural occupations such as seafood processing, hotel services, cooking and farming are also very developed.

The center also pays special attention to creating jobs for students after graduation, so it always focuses on finding output for students after graduation. Currently, the center is cooperating with many businesses in the area to supply and train labor resources such as: Namsung Vina Korea Company in Thap - Hong - Ky Industrial Cluster, Vinh Quang - Dien Ngoc Company, Dien Hoang Private Production Enterprise. In particular, when there are job orders, the center boldly consults with the District People's Committee to have financial support to facilitate students, promote labor export. With that approach, up to now, nearly 2,000 rural workers have improved their skills and have the opportunity to access science and technology. More than 90% of them have been created jobs, with stable incomes at industrial, handicraft and service establishments in the district. Others boldly established businesses and cooperatives to create jobs for themselves and hundreds of other workers in the region, such as Ms. Nguyen Thi Thom's model of raising freshwater fish in Dien Phuc, Mr. Nam's pig farming in Hamlet 3, Dien Thai Commune, Tung Phuong Company - Dien Phong... The number of people escaping poverty and those with good incomes is increasing day by day, initially creating a shift in the economic structure and labor structure in rural areas, contributing to the implementation of new rural construction in the entire district.

The results that Dien Chau district has achieved in vocational training in general, and vocational training for rural workers in particular, have also opened a new direction for other localities.
