For the agricultural sector, the district focuses on directing the restructuring of the agricultural sector towards commodity production, improving product quality, applying scientific and technical advances, ensuring efficient and sustainable production. In particular, the cultivation sector will follow the direction of producing quality rice on large fields and high-income production models, linked to the consumption market; encourage conversion and accumulation of land, conversion of crop and season structure, research to introduce reasonable and effective crops into winter crop production, striving for grain output of 131,600 thousand tons.

In livestock farming, the focus will be on improving the quality of the total herd with key livestock such as buffalo, beef cattle, pigs and poultry in the direction of industrial, semi-industrial small and medium scale, concentrated farms, far from residential areas. At the same time, promote the development of exploitation, aquaculture, seafood, improve the efficiency of water surface use, diversify farming forms and breed structure, develop clean farming forms, ecological farming, crop rotation, intercropping; develop brackish water aquaculture, farming of specialty species; low-lying rice fields for winter fish farming. Implement preferential policies to encourage the construction and development of large-capacity fishing vessels associated with protecting the sovereignty of the sea and islands. From there, strive to reach the aquaculture area of ​​about 3,000 hectares by 2020, the output of 7,000 tons; the exploitation output of 31,500 thousand tons. Pay attention to developing seafood processing and fishing logistics services. Continue to upgrade and renovate salt fields, stabilize the area, invest in clean technology production to increase productivity and quality.

On the other hand, the economic structure is determined to shift towards rapidly increasing the proportion of industry and services. Therefore, in addition to maximizing capacity, improving quality and efficiency of production and business in the Thap - Hong - Ky industrial cluster and enterprises and factories in the area, the district will proactively plan and call for investment to rapidly and strongly develop industry, handicrafts and build effective craft villages, associated with the process of building new rural areas; prioritize the development of supporting industries, mechanics, manufacturing, electronics, consumer goods, agricultural, forestry and fishery processing, construction materials, clean water, etc.; organize the construction of Tho Loc Industrial Park according to the plan of the province and the Management Board of the Southeast Economic Zone; continue to direct the implementation of the Urban Development Project of Dien Chau district for the period 2011-2020. Focus on implementing the planning to expand the central urban area of ​​the district, striving to meet the criteria of a type IV urban area by 2018. Directing Dien Yen commune to build to meet the criteria of a type V urban area (Yen Ly), Dien Dong, Dien Hong, and Dien Binh communes to build townhouses according to approved planning.

At the same time, strongly develop service industries with potential advantages by creating favorable conditions for economic sectors to invest in developing the fields of trade, tourism, transportation, finance, banking, insurance, real estate, hotels, restaurants, etc. Focus on investing in developing a system of commercial centers and supermarkets in urban areas and towns. Strive to develop Dien Chau into a center of service industries in the Northeast of Nghe An. Continue to invest in infrastructure systems to exploit the potential of sea tourism, lake and dam eco-tourism associated with historical and cultural relics. In the immediate future, focus on investing in developing tourism products and services at Cuong - Cua Hien temple - Xuan Duong lake, Dien Thanh sea tourism area, Hon Cau, Hon Nhan ecological garden tourism area, Trai Bo (Dien Lam), ... connecting with the provincial tourism industry to make Dien Chau a destination for tourists on tours in Nghe An.

To effectively implement the above objectives, Dien Chau has proposed 5 key programs including: building a district that meets new rural standards by 2020; attracting investment, developing industry, small-scale industry and craft villages; developing urban areas, developing sea tourism associated with cultural, historical tourism and commercial services; applying science and high technology to promote the development of agriculture, forestry and fishery associated with the processing industry and building product brands; reforming administration, improving the quality of human resources to meet development requirements in the new period. At the same time, proposing 8 main solutions such as: solutions on mobilizing investment capital, improving the efficiency of management and use of public investment along with strengthening solutions for socialized investment in the fields of rural transport, concreting canals; education and training, health.

The solution to develop the marine economy is considered the key to improving the efficiency of this strong sector. Accordingly, the district focuses on attracting investment in building technical infrastructure, restaurant systems, hotels, and services in coastal tourist areas; expanding concentrated seafood processing zones associated with developing traditional processed products with brands and new products. Completing supporting industries such as refrigeration mechanics, shipbuilding and repair, material production, packaging... Developing and improving the quality of human resources, promoting the application of science and technology, meeting development requirements are also among the key solutions and the foundation for successfully implementing the Resolution of the District Party Congress for the 2015-2020 term.

The district will diversify training forms, linking vocational training with the labor needs of enterprises... Continue to quickly approach and effectively apply new science and technology in areas where the district has advantages to improve production efficiency and product competitiveness, especially in industry and agricultural production... And a solution considered key is to promote administrative reform, gradually modernize the state administration in a professional direction to improve the effectiveness of leadership, administration, and implementation of local socio-economic development tasks;...
