Visiting Dien Tan Secondary School (Dien Chau) when the school was just recognized as a national standard school, taking us on a tour of the school campus, Mr. Thai Doan Trang, the school's principal, said: "Determining the construction of a national standard school is one of the key tasks, contributing to improving the quality of education and training, so the local Party Committee, government as well as the school have had many solutions and efforts to mobilize investment resources to build facilities and teaching equipment. The school has advised the commune to renovate and upgrade the level 4 house into a "multi-functional" house, both saving investment resources and being effective and reasonable in use". Thanks to this reasonable investment method, from a dilapidated level 4 house, a complete complex with 9 functional rooms and experimental practice rooms has now been completed and put into use.

Dien Tan is a coastal educational commune with many difficulties in Dien Chau district, but the work of caring for the cause of "growing people" is of great concern to the Party Committee, the government and the people. In order to build a school that meets national standards, the School Board has consulted the locality, reviewed each criterion to have a specific plan and roadmap. The Commune Party Committee issued a thematic resolution on leading the construction of a national standard school and put this work into the core task in implementing the political tasks of the commune. Promote socialization, mobilize businesses, philanthropists, and local people to contribute money and working days to upgrade classrooms, invest in teaching equipment, renovate parking lots for teachers and students, etc. Focus on rectifying discipline, improving teaching methods, innovating testing and evaluation, paying attention to regular training to improve teaching capacity, style, and professional ethics for cadres and teachers. Thanks to that, the quality of teaching has been significantly improved: The rate of excellent teachers in the province exceeds the regulations, 100% of teachers have qualifications that meet or exceed the standards. The 2014-2015 school year is a turning point for Dien Hoa Primary School because the school has just been recognized as a national standard school at level II. Mr. Tran Phung Tuong, the school's principal, said: "After being recognized as a national standard school at level I, the school's Board of Directors advised the Party Committee and local authorities to issue a thematic resolution, develop a program and plan to meet the criteria of a standard school at level II". Realizing that building a school that meets national standards is the best way to invest in education, contributing to improving the quality of comprehensive education, students can study in the best conditions... so that people can participate in contributing to the construction.

To have funds to invest in facilities to meet the criteria of a level II standard school, the solution that the commune and the school have effectively implemented is to promote the socialization of education. The commune and school leaders directly work, propose the wishes and plans of the locality to the Dien Hoa commune's fellow countrymen's associations in Ho Chi Minh City, Hanoi, Quang Ninh, etc. to call on and mobilize children far from home who have the conditions to contribute to building their homeland. On the other hand, saving budget expenditures, mobilizing people in the commune to contribute to investing in building facilities, purchasing teaching equipment, etc.; assigning teachers to foster knowledge, improve skills for students, discovering and fostering factors, so in the 2013-2014 school year, Dien Hoa Primary School had students winning the first prize at the provincial level in the Math Olympiad for Children and winning the national Silver Medal.

In the 2014-2015 school year, the teaching quality of Dien Hoa Primary School was rated as the top in the district, the leading flag of the education sector of Dien Chau district. Referring to the role of the locality in building national standard schools, comrade Nguyen Trong Tuong, Secretary of the Dien Hoa Commune Party Committee affirmed: “The Party Committee issued a resolution on leading the construction of national standard schools, directed strongly, mobilized the political system to participate, assigned specific tasks to each agency and unit. At the same time, it did a good job of socialization, calling on and mobilizing children living far from home to contribute and sponsor investment in building material facilities for schools. Through appropriate mobilization methods, the above policy has received high support from the people”.

Thanks to the synchronous implementation of solutions, along with the appropriate mechanisms and policies of the district, Dien Chau is the leading unit in the number of national standard schools in the province (93/126, ranked 3rd in the province after Cua Lo and Quy Chau in terms of the rate of schools meeting national standards), of which 21 schools have reached national standards at level II, ranking first in the province. Sharing experiences in the movement to build national standard schools, comrade Ngo Quang Long - Head of the Department of Education and Training of Dien Chau district said: "To achieve that result, the sector has done a good job of advising the District Party Committee, People's Council, and People's Committee of the district to closely direct the task of building schools that meet national standards. Every year, the District People's Committee has held meetings with communes and schools in the roadmap to build schools that meet national standards to direct the implementation according to the plan. Assign specific tasks to communes and schools, in which the commune prepares facilities, the department prepares staff, and improves the quality of teaching and learning".
