Dien Chau promotes grassroots cultural life
(Baonghean) - Along with the construction of new rural areas, in recent years, the promotion and development of cultural, information and sports institutions in Dien Chau has been promoted, creating conditions for people of all walks of life to enjoy and participate in cultural - artistic, physical education and sports activities, contributing to improving the quality of life.
In 2015, in addition to building 2 new cultural houses with a total cost of nearly 1 billion VND, the remaining 7 cultural houses of Dien Ky village were also invested in upgrading and purchasing additional equipment to serve the spiritual life of the people. Thanks to that, 9/9 cultural houses of Dien Ky village have all met the standards with an area of over 1000 m2, a sports field, a loudspeaker system, an art troupe, and a volleyball team. The commune has a broadcasting system covering 9/9 villages, with 23 loudspeakers and 21 km of lines.
The system of cultural, information and sports institutions in Dien Ky has now met national standards, the rate of cultural families in Dien Ky has reached nearly 82%, and sports families has reached 61%. Mr. Ngo Sy Ty, Vice Chairman of Dien Ky Commune People's Committee, said: The need to improve the cultural life and health of the people is very high, so with the spirit of the State and the people working together, mobilizing socialization, Dien Ky has had material facilities for cultural, information and sports activities that meet standards. On average, each year, Dien Ky allocates from 800 million VND to 1 billion VND for this field. In previous years, Dien Ky has never met the criteria of cultural, sports and studious families, but in 2015, it exceeded these criteria.

In Dien Kim commune, currently 13/13 hamlets have built spacious cultural houses with spacious grounds along with volleyball, badminton, table tennis courts... One thing that is easily noticed in Dien Kim is that every day at around 5 pm, the commune's loudspeaker system broadcasts news programs from the central to the provincial and district levels.
Along with that, at the cultural houses of the hamlets, there are also bustling sports activities of the people: the elderly do physical exercises, young people and women play volleyball, badminton... This is a time for healthy exchange and entertainment of the people after a hard day's work. Ms. Nguyen Thi Phuong - a resident of Dien Kim commune said: since the synchronous cultural and sports facilities system of the hamlet was invested and upgraded, the sports movement of the hamlet has developed much more than before, gradually meeting the sports training needs of the people.
With the positive effects of the cultural, information and sports institutional system on the spiritual life of the people, the investment and upgrading of these works is of great concern to the Dien Kim government.

Mr. Pham Xuan Bang - Chairman of Dien Kim Commune People's Committee said: Every year, we direct 13 hamlets to continue to consolidate and build standard cultural, information and sports institutions. We mobilize resources from socialization, and all people have the responsibility to contribute. Thanks to the good implementation of democratic regulations for the people, some children from all over the country have been successful in business. Enterprises have supported the construction and invested in a number of mini soccer fields in the commune.
The construction of a standard cultural, information and sports institution was started by Dien Chau district in 2008. After implementation, all 39/39 communes and towns developed programs, plans and roadmaps to implement the project with 05 basic standards such as mechanisms and policies on staff training, land planning, financial support for building facilities and organizing activities.
In addition to the fact that communes in Dien Chau annually allocate 5 - 10% of total budget revenue, equivalent to 200 - 400 million VND/year for cultural, sports and tourism activities, each commune allocates an average of 12,000m2 of land for cultural and sports facilities. The People's Committee of Dien Chau district has support mechanisms for localities to strive to achieve standards such as supporting 50 million VND for communes to build wireless radio stations, 30 million VND for hamlets to build new cultural houses, and rewarding 20 million VND for communes to achieve national standard cultural, information and sports facilities...
From here, a series of cultural, information and sports works were invested in and built in all communes such as 39 communal cultural houses that are also community learning centers, 458 hamlet cultural houses, and 39 radio stations. In particular, 2015 marked a breakthrough in the construction of cultural, information and sports institutions in Dien Chau. The district conference center was upgraded with tens of billions of VND, the district library with more than 8,000 books, more than 35 newspapers of all kinds opened regularly, contributing to improving the reading culture of the people. The district sports complex is planned near Dien Thanh beach with an area of 19,000m2.
Up to now, 27/39 communes and towns have met the standards of cultural, information and sports institutions with nearly 1,000 football stadiums, volleyball courts, athletic fields, tennis courts, and training houses, meeting the needs of the people in daily activities, information exchange, sports training, mutual learning and strengthening solidarity. The rate of sports families in the district has reached 31% with nearly 22,000 households, 39/39 commune cultural officers have the required qualifications, meeting the requirements of organizing and managing cultural, information and sports activities.

Mr. Vo Sy Tai - Head of the Department of Culture and Information of Dien Chau district said: Through the project to develop cultural life in the period of 2010 - 2015, we have provided specific instructions to communes and towns in the area. Standards such as hamlet cultural houses, stadiums and propaganda and agitation means at hamlet and commune levels must ensure the criteria prescribed by the Ministry of Culture, Sports and Tourism and be consistent with the new rural construction program. To achieve the goal of 80 - 85 communes and towns meeting the standards of cultural, information and sports institutions according to the Resolution of the District Party Committee for the term 2015 - 2020, the district is having timely incentive mechanisms, directing communes to actively mobilize social resources, at the same time allocating an appropriate part of the budget as well as land planning to ensure the completion of synchronous cultural, information and sports institutions./.
