Dien Chau builds centralized water supply project

(Baonghean) Dien Chau's goal is that by the end of 2015, nearly 50% of households will have access to clean water meeting the Ministry of Health's standard 02. To achieve this, the district has actively mobilized and attracted investment capital from state investment programs and projects, international organizations, and promoted internal resources to accelerate the construction progress of centralized clean water supply projects.

Recently, from the capital of DANIDA (Denmark) and the state budget, Dien Chau has invested in building 5 large-scale centralized water supply projects. These are Dien Chau Water Plant with a capacity of 2,000m3/day; Dien Thai, Dien Nguyen, Dien Dong, Dien Binh Water Plants (each plant has a capacity of 1,700m3/day). These are water supply projects with modern production technology and water that meets the Ministry of Health's standard 02. Mr. Le Van Thuan - Head of Dien Chau Department of Natural Resources and Environment said: "Although great efforts have been made in developing a centralized water supply system, the rate of people using clean water according to the Ministry of Health's standard 02 is still low in the district. In the coming time, along with mobilizing and attracting investment capital sources in this field, the district will prioritize the development of a water supply pipeline system to both effectively exploit centralized water supply works and rapidly increase the rate of households using clean water meeting the standards of the Ministry of Health."

With the policy of prioritizing investment in developing the water supply pipeline network and expanding connections at centralized water supply works, people in the vicinity of water plants have had the opportunity to use clean water. Dien Chau water plant with a capacity of 2,000m3/day, previously only supplied clean water to the town's residents, is now supported by the district to invest and people contribute to expanding the water supply pipeline network, so people in neighboring communes such as Dien Ky, Dien Phuc, Dien Bich have also been able to use clean water. Dien Chau water plant is also responsible for supplying clean water to the Thap - Hong - Ky industrial cluster and a number of production and business establishments of enterprises and units in the district...

To help Dien Chau quickly increase the rate of households using clean water that meets the Ministry of Health's standard 02, Dien Yen commune is implementing a clean water supply and rural sanitation project in the Central region from ADB loan capital - Dien Yen clean water supply and rural sanitation sub-project. The project has a total investment capital of 52.8 billion VND, of which the water plant construction package is more than 37 billion VND. According to the design, the clean water plant has a capacity of 1,700m3/day, modern water treatment technology that meets the standards of the Ministry of Health and will have enough capacity to supply clean water to more than 3,515 households in the commune and neighboring areas. Along with that, the Dien Yen clean water supply and environmental sanitation sub-project also invests in improving the conditions for using hygienic toilets for 6 public places (at schools and health stations) and over 2,000 households. This is one of the important investment projects in the field of water supply in Dien Chau, so during the implementation process, the district and all levels, mass organizations actively participated in creating the most favorable conditions for the project to be implemented on schedule.

Mr. Tran Van Viet - Director of Dai Viet Joint Stock Company said: "Dien Yen Water Plant Project was started on June 14, 2013, in early May 2014 the contractors completed the construction of the water plant, and are now handing over and putting it into operation to provide clean water to the people". After completing the construction of the centralized water supply project, Dien Yen commune mobilized people to connect and develop the water supply pipeline network to exploit the project promptly and effectively.

Mr. Duong Dang Hoang - Vice Chairman of Dien Yen Commune People's Committee said: "People understand very well the harmful effects of using substandard domestic water, so when benefiting from the clean water supply project, people actively participated in contributing money, clearing the land, installing pipes, water meters... Up to now, 3,405 households out of 3,515 households in the commune have signed contracts to use clean water and currently clean water from the plant has promptly met the needs of the people. This result, combined with the management and operation model of the water plant undertaken by the specialized unit, the Center for Domestic Water and Rural Environment, can confirm the success of the project, as well as ensure the sustainable and effective development of the project".

Taking advantage of capital sources from the state budget and foreign organizations to invest in the rapid development of clean water plants, Dien Chau also encourages localities to promote their internal resources to invest in this field. Leading the movement to mobilize people to contribute money to build large-capacity, modern water plants is Dien Thap commune. With its internal resources and through mobilizing other capital sources, the commune has invested tens of billions of VND to build centralized water supply works to serve the people, while making an important contribution to completing the criteria for building new rural areas. The model of Dien Thap is currently being visited and studied by communes in the district.

Mr. Nguyen Ich Xuan - Head of Planning and Communication Department - Nghe An Center for Domestic Water Supply and Environmental Sanitation said: "Dien Chau is one of the localities with favorable conditions to invest in developing a centralized water supply model. Therefore, in the coming time, we will focus on communicating and introducing water supply and use technologies, water supply and environmental sanitation models. Training and instructing people on how to manage, operate and maintain centralized water supply works. Along with that, promoting the socialization of rural domestic water supply according to Decision 131/2009/QD-TTg of the Prime Minister on a number of preferential policies, encouraging investment and managing the exploitation of rural clean water supply works. Prioritizing capital support for connection works, expanding projects from existing water plants to reduce upstream costs, build quickly, ensure water quality and maximize the capacity of built water plants. Special attention will be paid to investing in water supply projects large scale, inter-commune, limiting fragmented investment to minimize construction land area, easy to control water quality, reduce management and operation costs...
