Dien Chau: Building a people's heart position

(Baonghean) -Dien Chau is a district located in the key economic zone of the province, with an important strategic position in both socio-economic and National Defense-Security (ND-S). Realizing that, in recent times, along with taking care of socio-economic development, the Party Committee and the government of Dien Chau district have always focused on leading and directing the army and people in the district to proactively overcome difficulties, promote internal strength, and improve the effectiveness of local defense and military work to meet the requirements of building and protecting the Fatherland.

On the basis of firmly grasping the Party's viewpoints on the Party's guidelines on defense and local situation; Party committees and authorities at all levels from district to grassroots have issued resolutions, action programs and specific plans to mobilize all armed forces of the district to successfully carry out the defense and local defense tasks. The District Military Party Committee has been organizationally strengthened, improving its capacity to advise, direct, guide and inspect all levels, departments, branches and organizations in performing defense tasks and leading the armed forces to complete assigned tasks. The district armed forces have promoted their role in advising and proposing to help Party committees and authorities lead and direct. At the same time, they have seriously and effectively implemented the contents of the Defense and Local Defense work, especially building a strong national defense foundation, improving the overall quality of the combat readiness level of the armed forces, contributing to maintaining political stability, social order and safety, creating conditions for the district's socio-economic development.

Implementing Decision 107/2003/QD-TTg of the Prime Minister (now Decision 77/2010/QD-TTg), the Military, District Police, and Border Guard Station 152 have actively coordinated in managing and protecting the area, advising on effective handling of situations that arise. In response to the requirements of the new situation, especially the sabotage of hostile forces, in order to implement the strategy of peaceful evolution, Party committees and authorities at all levels have focused on and done well the work of educating the entire people about national defense and security, focusing on innovating the form, content, and methods of education to suit the requirements and tasks of the subjects. Party committees and authorities at all levels have promoted their role in building a strong locality in all aspects of socio-economics and national defense and security; Constantly consolidate the "People's Hearts" and the great national unity bloc, create a solid security line, prevent and defeat all plots and sabotage schemes of hostile forces right at the grassroots level.

Thanks to the close leadership and direction of the Party Committee and government, and the efforts of the entire people, Dien Chau has always performed well the task of building a national defense foundation, creating a stable environment to successfully implement the socio-economic development goals set forth in the Resolution of the 29th District Party Congress.

That is: average economic growth of 14.5% per year; average GDP of 28 to 30 million VND/person/year, creating the basis for the district to become an urban area by 2020. Economic development poses many issues for the work of national defense and security. To achieve that goal, Party committees and authorities at all levels need to focus on a number of main contents: Building a safe base of mastery, combat readiness, consolidating the "People's heart position" of the great national unity bloc, creating high consensus in performing national defense and security tasks.

Improve the leadership capacity and fighting strength of Party committees at all levels, build local armed forces strong in politics, ideology and organization, especially build a strong and comprehensive military agency.

Take care to build the potential of a strong defense zone, promptly handle situations, and maintain political stability. Link the development of master plans, sectoral and field plans, and socio-economic development plans with plans to build a fighting village and commune posture, and a solid defense zone.
