The exercise was conducted in two scenarios, including preventing distributed denial of service (DDOS) attacks and preventing spyware, based on events that occurred in Vietnam this year.

According to the scenario, the situation of preventing attacks that paralyzed the system occurred at dawn on December 6, the website of a district in the city was attacked, the number of visitors increased abnormally and there was a risk of spreading to other websites in Ho Chi Minh City. The incident was quickly reported to the Ministry of Public Security and the Ministry of National Defense.

Being continuously attacked by about 20,000 “ghost computers” and traffic volume reaching 15 GB, the website’s security devices could not withstand it. After 24 hours of “fighting”, the city’s on-site rescue task force could not stop it, forcing the city leaders to ask the Information Technology Department (General Staff) to send experts and modern machinery to support.

After analyzing and searching, the rescue forces found the "ghost computer" control center abroad and notified domestic and foreign network operators to isolate this network on the afternoon of December 7.

The second scenario in the exercise was to prevent spyware. This is considered a particularly dangerous “enemy”. Accordingly, the Ho Chi Minh City task force discovered a significant amount of data, limited in dissemination, being stolen and spread on the Internet, affecting the city’s operations.

Preventing the malware attack was beyond the capabilities of the Ho Chi Minh City response force, forcing the city to seek support from the Department of Information Technology - General Staff. With modern equipment, the response team of the Department of Information Technology (General Staff) found the malware and successfully controlled it.

According to Mr. Le Manh Ha, Vice Chairman of the Ho Chi Minh City People's Committee, this is the first network protection exercise in Vietnam. Currently, the city is one of the localities that apply information technology in the best way, contributing to increasing production and business efficiency, helping businesses and authorities at all levels to solve work quickly, in large quantities and promptly.

Every year, the city spends hundreds of billions of dong on information technology applications. However, the rapid development of information technology also gives rise to many problems. Therefore, ensuring information security and network security is a very important and urgent requirement for the city.

According to the Organizing Committee, in the first 9 months of 2013, Vietnam recorded 1,428 cases of malware attacks. Currently, there are about 500,000-1,000,000 computers in our country that are in international "ghost computer" networks. The information security index in Vietnam is still quite weak, only about 37%, much lower than other countries.

As of October, more than 2,400 websites of agencies and businesses had been hacked. It is estimated that each year, computer users in Vietnam lose about VND8,000 billion due to computer viruses.
